REQUEST FOR PROPOSAL
RITCHIE COUNTY MAGISTRATE COURT
The County of Ritchie solicits firms to submit proposals for âRitchie County Magistrate Court Moving Services.ã The original and three (3) submittals (FOR A TOTAL OF FOUR (4) PROPOSALS), marked âMagistrate Court Moving Servicesã will be received in a sealed envelope not later than [3:00] p.m., Local Prevailing Time, May 5, 2016 to the:

Facsimile and/or electronic proposals will not be accepted. Proposals received after the announced time and date of receipt, by mail or otherwise will be returned unopened. Nothing herein is intended to exclude any responsible firm or in any way restrain or restrict competition.
On the contrary, all responsible firms, local, faith-based, minority-owned and female-owned are encouraged to submit a proposal.
The Ritchie County Magistrate Court reserves the right to reject any or all of the proposals, to waive informalities and to award in part or in whole any or all proposals. Any proposal submitted MUST be signed by an individual authorized to bind the offeror.
- Illegal Aliens and Out of Country Subcontractors
Use of individuals not permitted to work in the United States will not be allowed. Subcontracting any portion of this project to any subcontractors outside of the United States is also forbidden. By signing this proposal document the vendor acknowledges these requirements.

Proposing firms (herein âContractorã) may submit questions to the County concerning this Request for Proposal (RFP). Questions may be submitted via email to [email protected]. All questions from Contractors and responses by the County will be available upon request until the RFP submittal deadline. Questions and responses will not be publicly posted.
III. Project specifications
The purpose of this project is to dis-assemble, packing, moving and re-assemble office equipment, unpacking, moving file cabinets, copy machines and office furniture of the Ritchie County Magistrate Court and move to the new court location in Harrisville.
The current Magistrate Court facility is located at: 311 East Main Street, Harrisville, West Virginia 26362 (304) 643-2658.
The location of the new Magistrate Court Facility is located at: 100 West Main Street, Harrisville, West Virginia 26362
Project Completion Time: The Ritchie County Magistrate Court is a 24/7/365 operational facility governed by the West Virginia Supreme Court. All equipment will must be dis-assembled, moved to the new location and re-assembled the week of June 13, 2016. If construction at the new facility is completed earlier, then the move date would need to be changed
- Submission
Each proposal addressing the scope of work shall be presented in a full, written report, which shall include, but not necessarily limited, to the following:
- A statement of understanding of the work to be done and a description of the approach and procedures which will be employed in completing the project.
- A general implementation schedule giving length of time required to complete the project.
- Brief outline of the firmás qualifications.
- At least two project references with names and contact information of persons knowledgeable about quality of work on similar projects and who may be contacted for reference.
A selection committee will review all responses. Formal or informal discussions may take place with firms that the committee selects as the most qualified. Proposals will be evaluated based on the experience of the Contractor, the capability of the Contractor, the cost of the project, and other factors deemed by the County to be in the best interest of the County. The County reserves the right to final selection of consultant, waive informalities and/or irregularities, accept or reject any or all proposals for services and award the contract as deemed to be in the best interest of the County.
It is the responsibility of the prospective consultant to inquire about and to clarify any requirements of the Request for Proposal which are not understood.
All work performed by the Contractor shall be in strict conformance with the specifications stated herein or referenced by this RFP as well as those stated in the final contract, unless noted otherwise in this RFP or final contract. Any modifications to said Specifications or other terms of this Agreement shall be permitted only upon written request by the Contractor, stating justification thereof, and written approval by the County.
- License and Credentials
Contractor will need to provide in the proposal copies of their insurance, business license, contractor’s license and that they are bonded.
