CITY OF VIENNA
PUBLIC NOTICE OF PROPOSED ORDINANCE
Notice is hereby given that on the 9th day of June, 2016, the City Council of the City of Vienna held its first reading of an ordinance relating to construction of emergency improvements to the City’s water treatment system. On May 19, 2016 the US EPA established a new drinking water Permanent Health Advisory (PHA) for Perfluorooctanoic acid(PFOA) also known as C8 of 0.07 ug/L (parts per billion), which is less than the concentrations measured in City of Vienna wells. The Chemours Company, under agreement with US EPA, is required to construct treatment systems at all three City of Vienna water system entry points. The systems will include proven granular activated carbon (GAC) filtration systems which will remove the PFOA prior to distribution. The GAC treatment systems will be constructed and integrated into existing City of Vienna treatment and chemical addition facilities. Chemours will provide routine monitoring, maintenance and carbon change outs to maintain the treatment system to well below the PHA.
The entire project cost is being paid by The Chemours Company and therefore no increase in water rates will be required. The City will continue to bill its customers under the following current water rates and charges:

MINIMUM CHARGE

6 inch connection $ 8.00 per month
8 inch connection $10.00 per month
DELAYED PAYMENT PENALTY
The above tariff is net. On all current usage billings not paid in full within twenty (20) days, ten percent (10{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) will be added to the net current amount unpaid. This delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate.
SERVICE CONNECTION CHARGE
A charge of three hundred dollars ($300.00) shall be made for each new connection to the water system.
SERVICE RECONNECTING CHARGE
A charge of $16.00 shall be made if any connection needs to be reconnected if previously turned off for non-payment.
SECURITY DEPOSIT
All new applicants for residential or other water service may be required to deposit (i) a minimum of fifty dollars ($50.00) or (ii) two-twelfths (2/12) of the annual estimated charge for water service, whichever is greater.
All new applicants for residential or other combined water and sewer service may be required to deposit (i) a minimum of one hundred dollars ($100.00), or (ii) two-twelfths (2/12) of the annual estimated charge for each service, whichever is greater.
WATER DISCONNECT-RECONNECT-ADMINISTRATIVE FEES
Whenever water service has been disconnected for non-payment of water bills, a disconnection fee of $25.00 shall be charged, or in the event the delinquent water bill is collected in the field, an administrative fee of $25.00 shall be charged. Whenever water service which has previously been disconnected or otherwise withheld for non-payment of a water bill, is reconnected, a reconnection fee of $25.00 shall be charged.
The City Council of Vienna will, on June 23, 2016, at 6:50 p.m., hold a public hearing prior to its final reading and vote on the Ordinance. The meeting is to be held at the City Council’s Chambers, City Building, 609 29th Street, Vienna, and all interested parties may appear at the public hearing and be heard with respect to the proposed Ordinance.
