Bids must be received by March 24, 2020 no later than 1:00 PM at the address below. Bids will then be walked over to the adjacent Annex Building publicly opened and read aloud. Provide one original and two copies to the address printed below and an additional convenience copy to ZDS, 281 Smiley Drive, St. Albans, WV 25177.

A Mandatory Pre-Bid Conference and Walkthrough will be held at 11:00 AM on March 6, 2020 at Pendleton County Middle School/High School’s Auditorium, located at 409 Maple Avenue, Franklin, WV 26807. Any Prime Bidder who fails to attend the Pre-Bid Conference and the walk-through will cause that Bid to be disqualified.
Bidding Documents may be obtained before and after the Pre-Bid Conference from Charleston Blueprint, at 1203 Virginia Street East, Charleston, WV 25301, telephone (304) 343-1063. The Prospective Bidder will be responsible for all printing costs pertaining to the Bidding Documents. Drawings shall be printed in color as noted on the schedule of drawings and below. An electronic version of the Bidding Documents is also available on CD from Charleston Blueprint. Prospective Bidders must indicate which version they want when they order. Only those who obtain the Bidding Documents will receive any Addenda issued so it is important that confirmation is received by Charleston Blueprint and ZDS that documents have been issued.
Bidding Documents include both Specifications and Drawings and both must be purchased at the same time. The following drawings shall be printed in color for Bidders to see design intent: Middle/High School – M011, M012, M013 and M014; Elementary School – M011 and M021.
Contractors and suppliers must review complete sets and any who obtain partial sets will have full responsibility for coordinating information with other portions of the bidding documents to assure a full and accurate estimate of the work required.
The contract documents are on file in the office of the Engineer (ZDS), the Contractor’s Association of West Virginia’s plan room, Kanawha Valley Builders Association plan room and the Pendleton County Board of Education Facilities Planning Office where any interested party may refer to them during regular office hours.

Bidding Forms of Proposal are included in the Specifications for each of the three (3) options for Bidders.
Bids shall be submitted in accordance with instructions in Specifications and with SBA 400 – SBA Supplemental Instructions to Bidders to AIA A701 (2017).
Pursuant to the requirements contained in West Virginia Code, all Bidders shall furnish a valid Bid Bond in the amount of five percent (5%) of the total Base Bid protecting the County Board of Education and the School Building Authority of West Virginia. Bid Bond obligee shall be the County Board of Education. Should the Bidder refuse to enter into a Contract with the Owner on the terms stated in the Bidding Documents or fail to furnish Bonds covering the faithful performance of the Contract and all obligations arising thereunder, the full amount of the Bid Security shall be forfeited to the Owner as liquidated damages, not as a penalty.
The SBA Bid Checklist and Certification Form (SBA 401) outlines the Three Envelope System that is to be used on all SBA funded projects. This form shall be submitted with the bid proposal in accordance with Section 4.3.1 of the SBA Supplemental Instructions to Bidders.

Refer to SBA 400 – SBA Supplemental Instructions to Bidders to AIA A701 (2017), Article 6 – Post-Bid Information for other required forms and information to be submitted to the Owner, SBA and Architect/Engineer.
All Prime Contractors and Subcontractors shall be licensed in compliance with West Virginia Code Chapter 21, Article 11 (Contractor Licensing Act). All Prime contractors shall include their West Virginia Contractor License Number in their Bid Proposal. The successful Bidder will be required to execute a contract, comply with all rules and regulations of the West Virginia Workers’ Compensation Laws, and provide evidence of insurance coverage to the minimum limits required by the contract documents.
The bidder to whom the contract is awarded shall pay for, execute and deliver to the Owner, via the Engineer, before signing the contract, a corporate surety Performance and Labor and Material Payment Bond on AIA Document A312, or equivalent, in a sum equal to at least the contract amount. Refer to Article 7 of SBA 400 – Supplemental Instructions to Bidders for additional information. The Owner reserves the right to reject any or all bids, and the right to withhold final award of contract for sixty (60) days after opening bids. The goal is to issue a Letter of Intent for Notice to Proceed within 45 days after bid opening.
