SABIC Innovative Plastics US LLC has submitted an application to the West Virginia Department of Environmental Protection (WVDEP) to participate in a voluntary environmental cleanup at the former SABIC Washington Plant under the Voluntary Remediation and Redevelopment Act. The site is located at 9226 DuPont Road, Washington, Wood County, West Virginia, and is approximately 172.5 acres in size.

The facility at the Washington property was built in 1957 for production of acrylonitrile, butadiene, and styrene (ABS) copolymer (plastic pellets) using an emulsion polymerization process (no end products were produced). The site was demolished and plant facility structures were removed in 2016. In the 1990s, the property was evaluated under the RCRA Corrective Action Program under the direction of the USEPA and WVDEP. Environmental assessment activities included the collection and analysis of several hundred soil and groundwater samples from identified solid waste management units (SWMUs) or areas of concern (AOCs), and a Human Health Risk Assessment which indicated that there were no concerns for adverse effects to commercial workers at the property. In 2008, the USEPA and WVDEP issued a Final Decision Document recommending Corrective Action Complete with Controls. It is expected that the site assessment work under the Voluntary Remediation Program (VRP) will focus on the collection of soil, groundwater, and soil vapor within the footprint of the former plant. SABIC is seeking a certificate of completion under the WVDEP VRP for the purpose of promoting future industrial re-development of the property.

The Office of Environmental Remediation (OER) at the WVDEP has negotiated a Voluntary Remediation Agreement with the applicant to address environmental conditions associated with the site. The agreement includes provisions for assessing potential environmental contaminants; evaluating human health and ecological risks; establishing remediation standards; and, performing any cleanup necessary to meet the standards. At project conclusion, the applicant will submit a Final Report, documenting that all work is complete.
