AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Fontaine Modification Company has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for an After-the-Fact Relocation Regulation 13 Permit to Construct for their truck modification facility located on Matheny Lane, Mineral Wells, Wood County, West Virginia. The latitude and longitude coordinates are: 39.1898853 and -81.525127.
The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: VOC of 86.14 tons per year (tpy); PM of 63.54 tpy, including fugitive emissions of 40.91 tpy; PM10 of 22.12, tpy including fugitive emissions of 10.96 tpy; PM2.5 of 12.27 tpy, including fugitive emissions of 1.11 tpy; NOx of 2.25 tpy; SO2 of 0.02 tpy; CO of 1.89 tpy; Ethylbenzene of 0.1800 tpy; Xylene of 0.1063 tpy; Toluene of 1.2418 tpy; Methanol of 0.0329 tpy; Methyl Isobutyl Ketone of 0.3726 tpy; Dichloromethane of 0.0057 tpy; Perchloroethylene of 0.0057 tpy; Methyl Chloroform of 0.0057 tpy; Cumene of 0.0005 tpy; Styrene of 0.0113 tpy; Pb of 1.11E-04 tpy; natural gas heating HAPS of 0.0426 tpy; welding metal [Cr, Cr(VI), CO, Mn, Ni, Pb] HAPS of 0.0181 tpy, with total HAPS of 2.03 tpy.
The facility is operational. Startup began on or around May 2018. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice. Written comments will also be received via email at
