PUBLIC NOTICE – RECEIPT OF VOLUNTARY REMEDIATION APPLICATION PUBLIC NOTICE NO.: VRP #21009 NEWSPAPER: The Herald Dispatch PUBLIC NOTICE DATE: 4/7/2021 Coalfield Development Corporation has submitted an application to the West Virginia Department of Environmental Protection (WVDEP) to participate in a voluntary environmental cleanup at the Former Black Diamond Property (38 24’00.5″N; 82 29’54.6″W) under the Voluntary Remediation and Redevelopment Act. The site is located at 2923 Park Avenue, Huntington, Wayne County, West Virginia, and is approximately 4.89 acres in size. The site was constructed around 1917 and was originally used to manufacture military biplanes for World War I. During the 1930s and early 1940s, Pure Oil Company occupied the site. From 1941 to 1945, manufacturing of military jeep parts for World War II took place at the site. In the early 2000s Alpha Welding, Inc occupied the site. Based on the historic uses of the site and previous environmental investigations, heavy metals, polychlorinated biphenyls (PCBs), polycyclic aromatic hydrocarbons (PAHs), and chlorinated compounds are present in the surface, subsurface, and groundwater. Coalfield Development Corporation is dedicated to build and enhance the local community and plans to use the site for educating the local workforce to buildup economic development initiatives. The Office of Environmental Remediation (OER) at the WVDEP has negotiated a Voluntary Remediation Agreement with the applicant to address environmental conditions associated with the site. The agreement includes provisions for assessing potential environmental contaminants; evaluating human health and ecological risks; establishing remediation standards; and, performing any cleanup necessary to meet the standards. Proposed Future Use (Brownfields Sites Only): Coalfield Development Corporation is dedicated to build and enhance the local community. They intend on educating the local workforce to buildup economic development initiatives. One potential reuse for the site is to host an upcycling of reclaimed materials for use in artisan and creative manufacturing ventures. This site will also be focused to support other community-based initiatives.
