INVITATION TO BID Coalfield Development Corporation (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies, and transportation for The Nenni Building Rehabilitation – Phase 1. The Project is located on Mate Street in Matewan, Mingo County, West Virginia 25678. All bids must be submitted in accordance with the Bidding Documents issued by the Architect- Edward Tucker Architects, Inc., 1401 Sixth Avenue, Huntington WV 25701 – and this Invitation to Bid. Bids are to be submitted to the attention of the architect Phoebe Randolph, Edward Tucker Architects, 1401 6th Avenue, Huntington WV 25701 on or before 1:00 p.m. local time on July 7, 2021, at which time bids will be opened and read aloud. If bids are submitted by postal or other delivery services, they must arrive prior to the time stated above and be enclosed in an outer envelope identified with “The Nenni Building Rehabilitation – Phase 1” highlighted on the outside of the outer envelope. This Project is being funded in part by a grant from the U.S. Department of Commerce Economic Development Administration, Philadelphia Regional Office (EDA), Project #01-79-14954. It is the first phase of a comprehensive rehabilitation and historical preservation of three connected buildings. Work on the project is intended to conform to the United States Secretary of Interior’s Standards for Rehabilitation. This Project includes Department of Labor regulations set forth at 41 C.F.R. part 60-4 establishing goals and timetables for the participation of minorities and women in the construction industry. Bidders must comply with the goals and conditions included in the Project Manual section titled “Requirements for Affirmative Action – Mingo County, West Virginia.” The Project consists of roof replacement, selective demolition, and other stabilization work of three adjoining commercial buildings on Mate Street in Matewan, West Virginia. The gross existing roof area is approximately 3,700 square feet. Replacement of deteriorated wood roof decking; reinforcement and replacement of selected existing roof structural members is included in the Project. Core sampling and hazardous materials testing has been performed by the Owner’s consultant. Test results and analysis are available to Bidders as Reference Documents. The Owner will suffer financial loss if the Work is not Substantially Complete within the Contract Time as defined in Article 14 of the Agreement, and if final completion is not achieved within the specified time frame following Substantial Completion. As liquidated damages, and not as a penalty, the Contractor and the Contractor’s surety shall be liable for and shall pay the Owner $1,000 (one thousand dollars) per calendar day for each day beyond the Contract Time that either Substantial or Final Completion is not achieved. Bidders will be required to provide Bid security or Bid Bond on the form bound in the Project Manual. A Contract Performance Bond and a Contract Materials and Labor Payment Bond each equal to 100 percent of the Contract Price will be required from the successful Bidder in order to execute this contract. Other bidding requirements are described in the Project Manual. A Mandatory Pre-Bid Meeting will be held at 1:30 p.m., June 16, 2021, at the Project site. Attendance is mandatory. All Prime Bidders MUST attend the pre-bid meeting to familiarize themselves with the Project location, site conditions and other relevant information. Should any Bidder fail to attend, their Bid will be disqualified. All bids must comply with Chapter 21, Article 11 of the West Virginia State Code “West Virginia Contractor Licensing Act.” Submit offer on the Bid Form provided. The Owner intends to issue a letter of intent to award a contract within 14 days of the bid date; however, bidders will be required to submit offer under a condition of irrevocability for a period of 60 days after submission. The Owner reserves the right to accept or reject any or all bids, to waive informalities, and to re-advertise.
