Separate sealed Bids for the construction of the Lubeck Public Service District, Water System Improvements, Belleville Service Area, Contract 15-1 will be received by the Lubeck Public Service District at 301 Ox Johnson Lane, Washington, West Virginia 26181 until 1:00 p.m. (local time), July 21, 2016, and then at said office publicly opened and read aloud.

 

Each Bid must be placed within a sealed envelope and shall include the notation âBID ENCLOSEDã on the face of it along with the Bidder’s name, address, project name, and Contract Number. Bids deliveredvia mail or other delivery system must be delivered by the above stated date and time of the Bid Opening.

 

The work covered by the Contract Documents includes the following:

 

Contract Number 15-1, Water System Improvements, Belleville Service Area

Construction of approximately 103,000 ft. of water main ranging in sizes from 2-inch through 6-inch diameters; 1,200 ft. of directional drilled water main; 1,200 ft. of bored and jacked casing pipe; 77 gate valves; 51 hydrant assemblies; 158 house services including meter pits and service

tubing; and 6 automatic flushing stations together with necessary appertaining work.

Per the requirements of the Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a Contractorás license from the State of West Virginia and meets all the qualifications required by the statutes of the state and subdivision in which the Work is to be performed.

 

Attention to the BIDDERS is called to the Instructions to Bidders, which are included in the proposed Contract Documents. Proposals shall be completed and properly executed in the proposal bid package supplied in the Specifications.

BIDDERS must comply with all laws pertaining to prevailing wage rates for the State of West Virginia as issued by the West Virginia Division of Labor and the federal wage rates issued in accordance with the Davis-Bacon Act. When determining the wage rate for a worker classification, the Contractor will be required to 1) identify the applicable State and Federal wage rates for the worker classification, and 2) select and pay the highest of the wage rates for the worker classification.

 

BIDDERS must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The BIDDER commits itself to the program for DBE participation and all other requirements, terms, and conditions of the Bid conditions by submitting a properly signed Bid.

 

The BIDDER agrees to make âgood faith effortsã to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of Bids. For the purpose of this program, the term âsubcontractorã includes all construction, modification, and service work contracted for by the BIDDER in the execution of the work under this contract.

 

NONDISCRIMINATION IN EMPLOYMENT. BIDDERS on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for BIDDERS and contractors under this order are explained in the specifications.

 

A mandatory pre-bid conference will be held at the Belleville Community Center 38 Robin Hood Road, Belleville, WV 26133, on July 7, 2016 at 10:00 a.m. (local time). Attendance by all BIDDERS will be MANDATORY.

 

The Lubeck Public Service District reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best BIDDER. Each proposal must contain the full name of every person or company interested in the same. The Lubeck Public Service District

reserves the right to waive any informalities or irregularities in the Bidding.
