The Lubeck Public Service District, Wood County, West Virginia will receive sealed bids for the construction of the Wastewater Treatment Plant Maintenance Project. The work to be bid upon is described as follows:

Contract 1
Purchase, installation, and completion of all tasks associated with the sludge removal, cleaning, dewatering, and disposal of all sludge and mixed liquor from the Lubeck Public Service Districts Wastewater Treatment Plant Oxidation Ditch #2.

Bids shall be submitted on the furnished Bid forms. Sealed bids for the construction of Contract 1 will be received by the Lubeck Public Service District at its offices at 301 Ox Johnson Lane, Washington, WV 26181 until 2:00 p.m., (Local Time) on Monday, September 21st, 2015 and then at said office, publicly opened and read aloud. Bids will be received until the scheduled opening.

Copies of the Contract Documents may be obtained at the Issuing Office, Lubeck Public Service District, (304) 863-3341. If documents are mailed, a non-refundable $5.00 postage handling charge will be required. Copies of plan sheets and specification pages are available for specific items and may be requested at a charge of $1.00 per plan sheet and $0.20 per specification page.

A five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) Bid Bond or certified cashier’s check must accompany all Bids. Each Bidder must submit with his bid, Security in the amount, form, and subject to the conditions provided for in the Information for Bidders.

Prospective Bidders should note that these contracts will include the following critical requirements as identified in the contract documents:

1. WV Contract Licensing Act ­ All bidders are required to have a WV Contractor’s License per Section 21-11-11 of the WV Code.
2. Drug Free Workplace Provisions

NONDISCRIMINATION IN EMPLOYMENT

Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.

Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation as described in the Federal Specifications insert to the Contract Documents. Bidders much comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Anti-Kickback Act, the Contract Work Hours and Safety Act, the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code Π21-5A-3 and the Drug-Free Workplace Provisions pursuant to West Virginia Code Π21-1D-5.

SUSPENSION AND DEBARMENT

Recipient shall not entertain the use of businesses that are listed on the âExcluded Parties List Systemã at www.epls.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2, CFR Part 180.

No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids.

The Owner reserves the right to reject any and all bids.

Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.
