The Harrison County Commission will receive bids for the Harrison County Senior Center Elevator Upgrades project, located at 500 West Main Street, Clarksburg, WV 26301, until 9:15 a.m. local prevailing time on Thursday, February 11, 2016 at the Harrison County Commission office, 301 West Main Street, Clarksburg, WV at which time all bids will be opened and read aloud.


Digital copies of the contract documents, project plans, specifications, and other bidding information are available for free download after January 19, 2016 at http://www. msesarchitects.com/contractors. Hard copies of the documents may be purchased from Clarksburg Blue-Print Company, 302 Duff Ave., Clarksburg, WV; phone: 304-623-5702. Only complete sets of documents will be available. No partial sets or individual drawings can be purchased.


Any questions regarding the bid shall be submitted in writing to Stacey Bowers, MSES Architects at stacey.b@msesinc.com by Noon on February 1, 2016. Bid security shall be submitted with each bid in the amount of five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the bid amount. No bids may be withdrawn for a period of 30 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.


Bids will be received for the following Work: The modernization of the hydraulic elevator, associated electrical and mechanical work, and enlargement of two hoist way openings.



A mandatory Pre-Bid Meeting for all Bidders will be held on Wednesday, January 27, 2016 at 2:00 p.m., local time, at the Project Site, 500 West Main Street, Clarksburg, WV. Any contractor wishing to submit a bid must attend the Prebid meeting for their bid to be considered.



Contractor shall begin the Work as stated in the Notice to Proceed and shall complete the Base Bid Work and reach Substantial Completion on or before 120 Calendar days.


Work is subject to liquidated damages in the amount of $500 per day for each day beyond the 120 days as stated in Project Documents.



Pursuant to Chapter 21-Article 11 of the âWest Virginia Contractor Licensing Actã of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State; the Contractor’s W.V. License Number must be affixed to all submitted construction Bids and fully executed and binding construction Contracts or Agreements.


All general and subcontractors doing business in Clarksburg must be licensed through the City of Clarksburg, Pursuant to Article 768 ­ City’s Codified Ordinances.


Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
