PRE-ADOPTION NOTICE OF ORDINANCE
INCREASING WATER RATES
TOWN OF FAIRVIEW
NOTICE OF PUBLIC HEARING
Notice is hereby given that the Town of Fairview, a municipal corporation, will hold a hearing before the final vote on a proposed ordinance, the principal object of which is the enactment of increases to the water rates for customers of the water system of Fairview. The title of the ordinance is “AN ORDINANCE OF THE TOWN OF FAIRVIEW, WEST VIRGINIA, AMENDING THE SCHEDULE OF RATES AND CHARGES FOR THE SERVICES AND FACILITIES FURNISHED FOR THE CUSTOMERS OF THE WATER DISTRIBUTION SYSTEM OF THE TOWN OF FAIRVIEW BY INCREASING THE RATES AND CHARGES BY THE ESTABLISHMENT OF NEW RATES AND CHARGES” The changes to the rates and charges being proposed, generally being a percentage increase of 47.26%, are necessary in order to satisfy the debt service associated with the financing for the water system improvements project. The Town is proposing that the new rates and charges will be effective for all bills rendered on or after substantial completion of construction of the water system improvements project. The proposed rate increases are as follows:

(I) RATE
First 2,000 gallons used per month $29.60 per 1,000 gallons
Over 2,000 gallons up to 5,000 gallons used per month $25.65 per 1,000 gallons
All over 5,000 gallons used per month $13.17 per 1,000 gallons
(I) MINIMUM CHARGE
No minimum bill will be rendered for less than $59.20 per month the first year,
which includes the first 2,000 gallons or:
5/8 inch meter or less $ 59.20 per month
3/4 inch meter $ 88.80 per month
1 inch meter $ 148.00 per month
1 ½ inch meter $ 296.00 per month
2 inch meter $ 473.60 per month
3 inch meter $ 947.20 per month
4 inch meter $1,480.00 per month
6 inch meter $2,960.00 per month
(I) LEAK ADJUSTMENT CREDIT
A leak adjustment charge of $8.99 per 1,000 gallons is to be used when the bill reflects unusual consumption which can be attributed to eligible water leakage on the customer’s side of the meter. This rate shall be applied to all such consumption above 200% of the customer’s historical average usage.

The final vote on adoption of said proposed ordinance shall be held in the Town of Fairview, in the Council Chambers, located in the Fairview Town Hall, 407 Main Street, Fairview, WV, on November 14, 2023, at 7:00 o’clock p.m. Interested parties may appear and be heard at such time with respect to the passage of the proposed ordinance.
