TOWN OF FAIRVIEW MUNICIPAL WATER DEPARTMENT,
Application for a Certificate of Convenience and Necessity for a Water System Improvements Project

NOTICE OF FILING

On November 17, 2023, the Town of Fairview Municipal Water Department (Town) filed a duly verified application for a Certificate of Convenience and Necessity for a Water System Improvements Project in Marion County.

The Town’s proposed project will address issues with the reliability and performance of Fairview’s water treatment and distribution systems, along with water loss issues and water quality issues. The Project will be constructed in 2 Phases. Phase I will include a connection to Monumental Public Service District’s water system, decommissioning of the water treatment plant and water wells, installation of a PRV station, installation of a booster pump station, storage tank upgrades, installation of new water line and meter replacements. Phase II will focus on replacing old, galvanized steel lines within the water distribution system.

The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, Charleston, West Virginia.

The Town estimates that the project will cost approximately $5,354,430. The Town is proposing to finance the new construction, etc., as follows: Phase I will be financed thru a WVIJDC Grant in the amount of $1,000,000; a DWTRF Loan in the amount of $1 ,079,430; a DWTRF Debt Forgiveness Loan in the amount of $869,500; and a DWTRF Principal Forgiveness Design Loan in the amount of $230,500. Phase II will be financed thru a WVIJDC Grant in the amount of $1,000,000; a DWTRF Debt Forgiveness Loan in the amount of $1,005,500; and a DWTRF Principal Forgiveness Design Loan in the amount of $169,500.

The Town anticipates charging the following rates, which have been enacted by Town Council following municipal ordinance procedures.

of the water system improvements project)

Applicable within the entire territory served.

AVAILABILITY OF SERVICE
Available for general domestic, commercial, and industrial service.

I)RATES (customers with metered water supply)
First 2,000 gallons used per month $29.60 per 1,000 gallons
Over 2,000 gallons up to 5,000 gallons used per month $25.65 per 1,000 gallons
All over 5,000 gallons used per month $13.17 per 1,000 gallons

(I)MINIMUM CHARGE
No minimum bill will be rendered for less than $59.20 per month the first year, which includes the first 2,000 gallons or:

5/8 inch meter or less $ 59.20 per month
3/4 inch meter $ 88.80 per month
1 inch meter $ 148.00 per month
1 ½ inch meter $ 296.00 per month
2 inch meter $ 473.60 per month
3 inch meter $ 947.20 per month
4 inch meter $1,480.00 per month
6 inch meter $2,960.00 per month

UNMETERED CHARGE
Unmetered water is not applicable to this utility.

(l)LEAK ADJUSTMENT CREDIT
A leak adjustment charge of $8.99 when the bill reflects unusual consumption
which can be attributed to eligible leakage on the customer’s side of the meter.
This rate shall be applied to all such unusual consumption above the customer’s
historical average usage.

The Town of Fairview has no resale customers.

The proposed increased rates and charges related to the project will produce approximately $158,358 annually in additional revenue, an increase of 47.26%. This increase has been enacted by Town Council following municipal ordinance procedures and can be challenged only through a proper petition as set forth in W. Va. Code § 24-2-4b.

The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average.

Anyone desiring to protest or intervene in the Certificate proceeding should file a written protest or request to intervene within thirty (30) days following the date of this publication unless otherwise modified by Commission order. Failure to timely protest or intervene can affect your right to protest aspects of this certificate case or participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or request to intervene. Requests to intervene must comply with the rules on intervention set forth in the Commission Rules of Practice and Procedure. In the absence of substantial protests received within said thirty (30) day period, the Commission may waive formal hearing and render its decision on the application based on the evidence submitted with said application and its review thereof.
