Separate sealed bids will be received by Whitehall Public Service District at its office at 3247 Fairmont Avenue, Fairmont, WV 26554 until February 15, 2024 at 10:00 A. M., local time, and then at said office publicly opened and read immediately thereafter for the following project: WHITEHALL PUBLIC SERVICE DISTRICT – OFFICE AND STORAGE BUILDING. The project includes all work necessary to construct a 30 feet by 55 feet ranch style building consisting of a full-size basement and first floor. The concrete basement walls are supported by concrete strip footings with the basement floor being a concrete slab on grade. Flooring for the first floor is precast concrete panels with structural topping clear spanning the width of the basement. The superstructure is wood stud walls with gypsum wallboard finish on the interior and vinyl siding on the exterior. The gable roof consists of wood trusses with asphalt shingles. The project consists of other miscellaneous work ancillary to the building as described and shown on the plans and specifications to provide a complete the facility.

Copies of plans, specifications and proposal forms can be obtained from the Engineer, Vaughn, Coast & Vaughn, Inc., 154 South Marietta Street, St. Clairsville, Ohio 43950 (740) 695-7256, upon payment of a non-refundable deposit of twenty-five ($25.00) for each electronic copy and two hundred dollars ($200.00) for each hard copy.
The above stated deposit is required before the documents can be made available. Bidders who submit a Bid must be a Plan Holder of record at the Engineer’s Office.
Bids are to be sealed and addressed to Whitehall Public Service District, 3247 Fairmont Avenue, Fairmont WV, 26554 and noted on the envelope as a Bid for Whitehall PSD – Office and Storage Building. Each Bidder must submit with his Bid, security in the amount, form and subject to the conditions provided in the Instruction for Bidders.
The Whitehall PSD reserves the right to reject any or all bids. The Whitehall PSD also reserves the right to defer, delay or postpone the date for receiving and opening Bids. The Whitehall PSD reserves the right to negotiate with the lowest responsible Bidder if it is deemed to be in the best interest of the Project. The Whitehall PSD further reserves the right to waive any informality in a Bid or reject such an informal Bid if it is to their advantage to do so
All work done under this contract shall be subject to Davis-Bacon Wage rates and rules.
Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each Bidder must submit evidence of its experiences on projects of similar size and complexity.
No Bidder may withdraw his Bid within 90 days after the actual date of the opening thereof.
