PUBLIC NOTICE OF CHANGE IN RATES UPON APPLICATION

Notice is hereby given that Appalachian Power Company and Wheeling Power Company (the Companies), public utilities, have, on December 28, 2023, filed with the Public Service Commission of West Virginia a Petition to update their Business Ready Sites Program (BRSP) surcharge rates, per W. Va. Code § 24-2-1n and the Commission’s April 14, 2023 Order in Case No. 22-1059-E-IDS. If approved, the increased rates will apply to electric service to the Companies’ customers in the counties of Boone, Brooke, Cabell, Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Logan, Marshall, Mason, McDowell, Mercer, Mingo, Monroe, Nicholas, Ohio, Putnam, Raleigh, Roane, Summers, Wayne, Wetzel, and Wyoming. The Companies propose to increase BRSP rates by approximately $2 million, effective for the period June 1, 2024 through May 31, 2025. If approved, the average monthly bill for the various classes of customers will be changed as follows:

The increases shown are based on the averages of all customers in the indicated class. Individual customers may receive an increase that is greater or less than average. Furthermore, the requested rates are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this Petition. Any increase in rates will not become effective until authorized and approved by the Public Service Commission. The proposed BRSP surcharge represents a 0.11% increase in total rates with an impact on the average residential customer using 1,000 kWh per month receiving a $0.24 increase in monthly bills from $169.29 to $169.169.53 or 0.14%.

This matter is scheduled for an evidentiary hearing on Thursday, May 2, 2024. The hearing will begin at 9:30 a.m. in the Howard M. Cunningham Hearing Room at the Public Service Commission, 201 Brooks Street, Charleston, West Virginia. The Commission may cancel the evidentiary hearing for good cause shown. Interested persons intending to attend the hearing should monitor the Commission web docket.

Anyone desiring to intervene should file a written petition to intervene by March 15, 2024. Failure to intervene timely can affect your right to participate in the proceeding. Requests to intervene must comply with the Commission’s rules on intervention. All protests or requests to intervene should briefly state the reason for the protest or intervention.
