ADVERTISEMENT The City of Montgomery Park Board is pleased to announce this Request for Proposal (RFP) for the construction project at Montgomery Pool Park. The project is located at the former site of the Montgomery City Pool, which has been abandoned and filled in. The project aims to improve the site as a safe, vibrant, and inclusive community space serving recreational activities, community events, and relaxation for residents and visitors alike. Purpose and Objectives: The objective of this RFP is to solicit competitive sealed bids from qualified firms for the design, furnishing, and installation of a splash pad recreational water facility, along with other miscellaneous enhancements at the Park, which are detailed within this RFP. The key components of this project include: 1. Splash Pad Design and Installation: Creating a dynamic and engaging 4000 SF water feature that provides a safe and enjoyable experience for park visitors of all ages. 2. Bathhouse Bathroom Remodel: Remodeling the Men’s and Women’s Bathroom facilities (not including shower areas) of the existing bathhouse. The existing bathhouse has been secured by the City to prevent vandalism, vagrancy, and further deterioration. Background: The approximately 5-acre property is adjacent to the Kanawha River and Morris Creek, and consists of a parking lot, former bathhouse, basketball court, playground, shelter, and picnic tables. The pool and bathhouse were originally built in 1941 by the Work Projects Administration on land given to the City of Montgomery by the U.S. Federal Government. For decades, the pool served as a recreation center for the community of Montgomery until it was finally abandoned several years ago. The park remains open to the public with opportunities for children to recreate on the playground and a basketball court. The bathhouse has fallen in to a state of disrepair and has become victim to vandalism and vagrancy. Instructions for Respondents: Qualified contractors with demonstrated expertise in construction and landscape design to submit proposals that align with the vision for Montgomery Pool Park and enhance its role as a focal point for recreation and community engagement. The proposal should reflect all costs associated with the project. Engineering, site work, the installation/construction of the pad, water features, fencing, and restroom rehabilitation, specified herein, are to be provided by the Proposer. Delivery of the Materials to site shall be included in Proposer’s submissions. Sealed bids should be clearly marked, “RFP 2025-05/MONTGOMERY SPLASH PAD” and must be received at the Montgomery City Hall by 3:00:00 p.m. EST, August 18, 2025, they will be publicly recorded and read aloud during the Park Board Meeting August 19, 2025 at 7pm. Bids received after this time will not be considered.
