NOTICE OF REQUEST FOR EXPRESSION OF INTEREST TO PROVIDE ENGINEERING SERVICES RELATED TO REMEDIATION OF FLOOD DAMAGES The City of Logan, on behalf of itself and the Logan Utility Board (collectively, “City”), is requesting proposals from qualified engineering firms to provide planning, design, and construction management services for repair, remediation and preventative measures involving damages incurred during recent flooding event(s). The proposed work may include, but is not limited to, repair, remediation, replacement and/or stabilization involving failed embankments, slippage causing damage to public works and facilitates, road repairs, sanitary, sewer and storm line repairs, pump station repairs, and ANY additional excavation/remediation/stabilization required as a result of the damages caused by the flooding event(s). It is anticipated that the selected firm shall be retained throughout all phases of the project(s) and that contracts will be awarded on a lump sum/fixed fee basis. Procurement of these services shall conform with all state and local laws, regulations, and requirements, including, but not limited to, the requirements set forth in W.Va. Code 5G-1-1 et seq. All firms interested in being considered for this selection must submit an expression of interest, which shall include a statement of qualifications and performance data detailing qualifications, technical expertise, management and staffing capabilities, related prior experience, and professional references. Firms may also include anticipated concepts and methods of approach to the project(s) based on the Firm’s prior experience involving flood repair and remediation projects. The goal of the competitive process is to objectively select the firm that is the best qualified to provide the highest quality service. Accordingly, technical expertise and related experience will be weighed heavily. Interested Firms shall submit five (5) copies by mail or hand-delivery of all requested information to: City of Logan, Logan City Hall, 219 Dingess Street, Logan WV 25601, Attn: Mayor Serafino Nolletti. Submissions must be received on or before 11:00 a.m., July 31, 2025. Logan City Council will hold a special meeting at 12:00 p.m., July 31, 2025, in Council Chambers at Logan City Hall, to open, review and rank the submissions. It shall be the responsibility of interested Firms to ensure the receipt of the Firm’s proposal by the date and time of the deadline. Attention is directed to the fact that the project may be undertaken with a combination of State and Federal funds, and all work must be performed in accordance with all applicable laws, rules, and regulations required by such funding. The contract will be awarded to the responsible Firm whose proposal is within the competitive range and determined to be the most advantageous to the City, price and other factors considered. The City will conduct negotiations on an individual basis following the hierarchy of rankings as determined during the selection process.
