AIR QUALITY PERMIT NOTICE Notice of Application Notice is given that MarkWest Hydrocarbon, LLC. has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a Class II Administrative Update to its existing R13-2557C permit for the incorporation of consent decree requirements, equipment list updates, and changes to flare requirements for the Cobb Extraction Plant located on 10176 Elk River Rd North, Clendenin, Kanawha County, WV. The latitude and longitude coordinates are: 38.48802 -81.32408 respectively. The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: Pollutant: Nitrogen Oxides Emissions (tpy): 0.78 Pollutant: Carbon Monoxide Emissions (tpy): 3.55 Pollutant: Particulate Matter Emissions (tpy): 10 0.01 Pollutant: Particulate Matter Emissions (tpy): 2.5 0.01 Pollutant: Volatile Organic Compounds Emissions (tpy): 1.13 Pollutant: Sulfur Dioxide Emissions (tpy): 0.01 Pollutant: n-Hexane Emissions (tpy): 0.11 Pollutant: Total Hazardous Air Pollutants Emissions (tpy): 0.11 Pollutant: Carbon Dioxide Equivalents (CO2e) Emissions (tpy): 1,374 No physical changes are required to implement the proposed changes.
