CASE NO. 18-0892-PWD-19A BRANCHLAND- MIDKIFF PUBLIC SERVICE DISTRICT, a public utility, Branchland, Lincoln County. NOTICE OF FILING On September 10, 2020, Branchland-Midkiff Public Service District (District) filed an Application to Change Rates requesting that the Public Service Commission of West Virginia (Commission) approve the removal of the Step-2 rates approved in Case No. 18-0892-PWD- 19A by Order dated November 20, 2018, final on December 10, 2018, to go into effect on December 11, 2020. The result will be that the current rates will remain in effect instead of a rate reduction of approximately 6.29% that would have otherwise been effective on December 11, 2020. Current rates will remain effect until further order of the Commission. West Virginia Code 24-1-1(k) requires water and sewer utilities that are political subdivisions of the state to maintain a working capital reserve in an amount of no less that one-eighth of actual annual operation and maintenance expense. In order to assure that utilities deliver continuous and compliant service, the Commission, in Case No. 18-0892-PWD-19A, approved a cash working capital increment to allow the District to achieve the required cash working capital reserve. The District has applied for Commission approval to maintain the cash working capital increment rates to ensure that the cash working capital reserve is properly maintained. Anyone desiring to protest should file a written protest as soon as possible, but no later than ten (10) days after the date of publication of this Notice. All written protests should briefly state the reason for the protest. Absent substantial protest the Commission may decide the case on the filings.
