NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT R2101297 Response Deadline: 3:00 p.m., LPT, Monday, February 1, 2021 Marshall University intends to waive the solicitation process and approve a sole source to purchase a SuperSting R8/IP/SP Wi-Fi meter and includes these accessories: Heavy duty carry case for SuperSting, SwitchBox R8 with 56 electrodes capability, heavy duty carry case for SwitchBoxes, Flexlite Passive land cables, medium electrode cable box, stainless steel electrodes, electrode stake box, SuperSting AC/DC power supply, heavy duty hard case for AC/DC power supplies, complete Earthimager Inversion Software Suite, Earthimager multi- seat, and technical t raining and support The University has determined this equipment fits our needs. Justification: The University has determined the SuperSting R8/IP/SP Wi-Fi meter has many unique features that are essential to the University’ s program . Those features include the following: 1. Multichannel capabilities 2. In-house manufacturing process, which result s in reduced noise from outside electromagnetic signals 3. Capabilities for the following measurement arrays: Dipole-Dipole (8-Channel) Bipole-Bipole (8-Channel) Pole-Bipole (8-Channel) Pole-Pole (8-Channel) Gradient (8-Channel) StrongGradient (8-Channel) Edg eGradient (8-Channel) Radial Dipole -Dipole Inverse Schlumberger (4-Channel) Mixed Array s Dipole-Dipole Gradient Wenner-Schlumberger Schlumberger (Single-Channel Only) Office of Purchasing Schlumberger inverse Wenner (Single-Channel Only) 4. Measure modes: Apparent resistivity, resistance, induced polarization IP), SP, and battery voltage 5. Range: +/- 10V p-p 6. Resolution: Max 30 nV – depends on voltage level 7. 200W internal transmitter, also compatible with SkW, 10kW, 15kW external transmitters 8. Output current: 200 mA continuous, measured to high accuracy 9. SP Compensation: Automatic cancellation of SP voltages during resistivity measurement, constant and linearly varying SP cancels completely (V/I and IP measurements) 10. Will calculate and display running estimate of measuring accuracy Interested Vendors (firms or individuals) that can sell an “or equal” SuperSting R8/IP/SP Wi-Fi meter and accessories to the University can respond with an alternate solution that overcomes the sole source reasons stated above, along with suff icient, detailed, convincing documentation, regarding their ability to supply equivalent SuperSting R8/IP/SP Wi-Fi meter. The Vendor’s response must be sent directly to Marshall University Purchasing Agent at neace15@ marshall.edu and received no later than 3:00 p.m., LPT, Monday, February 1, 2021. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the University. Supporting documentation should include, but is not limited to, SuperSting R8/IP/SP Wi-Fi meter specifications, available quantities and a comprehensive timeline that include SuperSting R8/IP/SP Wi-Fi meter importation and upgrades. The University reserves the right to require the responding Vendor to submit additional information as it may deem necessary and may consider any evidence available to it of the financial technical and other qualifications and abilit ies of the responding Vendor . This is not a request for bids or proposals and there is no solicitation available. The University will not consider any responses as a proposal, bid, or quote. Any response received as a result of this Notice of Intent shall be considered solely for determining whether bona fide competition exists. If it is determined by University staff, after reviewing any information received from responding Vendors, that the sole source justification stands and the printer system are available only from a sole source, the University will waive the solicitation process and award the sole source procurement.
