MARSHALL UNIVERSITY Request for Expression of Interest Marshall University Science Building Feasibility Study Marshall University, on behalf of the Governing Boards is soliciting Expressions of Interest from qualified firms to provide architectural/ engineering services for the following scope of work: a full feasibility study for the Marshall University Science Building located on the University’s campus in downtown Huntington, WV. The Science Building is a 193,000 square foot, five-story steel framed building with exterior masonry fa ade. The last addition was constructed in 1984. The design scope will be inclusive but not limited to a complete building study of interior and exterior architectural upgrades, mechanical, electrical, etc. SCHEDULE OF EVENTS: Release of EOI April 6, 2021 Firm’s Written Question Submission Deadline April 19, 2021, by 9:00 a.m., LPT Addendum Issued. TBD Expression of Interest Opening Date May 3, 2021, by 3:00 p.m., LPT Firms Shortlisted and Interviewed by June 1, 2021 Contract Award by July 1, 2021 Final Report Due January 12, 2022 Dates will be finalized prior to contract award. Firms wishing to submit expressions of interest should demonstrate expertise, experience, and capacity to provide all significant parts of the above services including design criteria and schedule. Firms expressing interest should include a statement of qualifications, and performance data and may include anticipated concepts and proposed methods of approach to the project. The following criteria will be used to review and rank proposals: Experience in and/or understanding local and/or West Virginia construction market capabilities and cost. Demonstrate firm’s location is such that services to the University will be readily available and convenient from the development phase through the construction contract administration phase. Firm history and principal office location. Specific identification of the project team and their individual project experience. Identification of the project team to be assigned to the proposed project, including their individual experience with the firm, their experience on similar projects, and the role they will play. Detailed identification of how mechanical/electrical/HVAC design will be addressed, qualifications of either in-house or outside consultants who will perform this design work, and the approach to be used in this critical design area. A proven track record of the working relationship among members of the design team must be specified. Demonstrated ability to coordinate construction contract administration in a general contractor approach. Specific experience in providing the potential services required in project of a similar size and complexity. A minimum of three (3) references from organizations at which the firm and the project team have provided similar services during the past three (3) years. Experience in sustainable building design and status of LEED accredited professionals for architectural, mechanical, and electrical disciplines within the proposed project team. The EOI Submission must not contain price quotations. An evaluation committee comprised of University officials will evaluate the Expressions of Interest. A short list of three (3) firms will be selected for local interviews. As part of these interviews, firms may be asked to submit additional information. A final selection of the most qualified firm will be made, and fees will be negotiated for the Feasibility Study. If acceptable fees cannot be negotiated with the highest ranked firm, negotiations will move to the next most qualified firm.
