Advertisement for Bids The Hatfield McCoy Regional Recreation Authority, a Public Corporation in the State of West Virginia, is seeking sealed bids for the purchase of excess liability insurance. The bids will be for umbrella insurance coverage in the amount of nine million dollars $9,000,000 for the Authority for a period of 12 months on a follow form basis of the Authorities State Board of Risk and Insurance Management Liability policy. The bidder must be a licensed insurance firm in the state of West Virginia. Qualified firms can pick up a copy of the bid documents at the Hatfield McCoy Regional Recreation Authority Office located at 179 Rita Mall Road, Lyburn West Virginia or request a copy of the bid documents be emailed to them or by email request to Shannon Orso, Finance and Human Resource Director at [email protected]. Sealed bids will be accepted by the Authority until 11 AM on Thursday May 7th, 2015. Sealed Bids for Contract #2 – Tank Painting and Fencing will be received by The Thrasher Group, Inc., on behalf of Clay Battelle Public Service District, in the Ground Floor Conference Room at Thrasher’ s office located at 600 White Oaks Blvd., Bridgeport, Harrison County, West Virginia, until 2:00 p.m., L.P.T., on Tuesday, May 5, 2015, for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.

The approximate quantities of Work to be Bid upon is as described as follows:

Additive Alternate – 110,000 Gallon Bula Tank (22’ Diameter x 42’ tall): 1 LS Exterior Surface Preparation in Accordance with SSPC #2 and #3 and 4,000 PSI Pressure Washing, 1 LS Exterior Priming and Painting, 1 LS Sealing Between Tank and Foundation, 1 LS New Rubber Gaskets and Bolts for Manways, 1 LS Interior Surface Preparation Including Sand Blasting and Weld Repairs, 1 LS Interior Priming and Painting, 50 EA 1” Diameter Weld Pit Fillings on Inside of Tank.

The Work will be substantially completed within 180 days after the date when the Contract Times commence to run, and completed and ready for final payment within 210 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000.00 per day.

Bidding Documents issued as hard copy drawings and hard copy specifications are available for $60.00 per set.
Bidding Documents issued as hard copy drawings and digital Specifications on a C.D., are available
for $50.00 per set.
Bidding Documents issued as digital drawings and digital specifications on a C.D., are available for
$25.00 per set.

Amounts paid are not subject to refund.

A two envelope system will be used.

Envelope No. 1 must have the following information presented on the front:

Name and address of Bidder
Bid on Contract #2 – Tank Painting and Fencing
Received by the Clay Battelle Public Service District

Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.

Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal” , will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.

“DBE REQUIREMENTS”

Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid.

The bidder agrees to make “good faith efforts” to sub-contract a portion of the total value of the Contract to disadvantaged businesses. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 31.36(e). Failure to demonstrate positive efforts to do so may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract.

“NONDISCRIMINATION IN EMPLOYMENT”

“Bidders on this work will be required to comply with the President’ s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.”

A Bidder may not withdraw his Bid for a period of ninety (90) days after the date set for the opening of Bids.

Bids shall be accompanied by a certified check or Bid Bond payable to the Clay Battelle Public Service District, an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base Bid.

Bidders must hold a current West Virginia contractor’ s license on the date of Bid Opening.

Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders.

The Clay Battelle Public Service District reserves the right to reject any and all Bids.

A pre-bid conference will be held by the Clay Battelle Public Service District, at the Jakes Run Assembly of God Church Building located at 1790 Jakes Run Road, Fairview, West Virginia, on Tuesday, April 14, 2015, at 10:00 a.m., L.P.T. The Church building is located approximately 3.3 miles along Jakes Run Road (CR 29) from its intersection with WV Route 7 at the Olive United Methodist Church (Latitude 39.672837, Longitude 80.164408).
