UNIVERSITY AVENUE, THIRD STREET, AND BEVERLY AVENUE INTERSECTION IMPROVEMENTS
CITY OF MORGANTOWN

Separate, sealed bids for the UNIVERSITY AVENUE, THIRD STREET, AND BEVERLY AVENUE INTERSECTION IMPROVEMENTS, will be received by the City of Morgantown, West Virginia, at the office of the Finance Director in the City Municipal Building at 389 Spruce Street, Morgantown, WV 26505 until 2:00 p.m., Thursday June 4, 2015, at which time bids will be publicly opened and read aloud.

dConstruction time limit is 60 calendar days for substantial completion and 30 calendar days immediately thereafter for final acceptance. Liquidated damages for each (or both) completion time is $500.00 per day.

Contract Documents may be obtained at the City of Morgantown, Division of Engineering, 389 Spruce Street, Morgantown, West Virginia 26505, (304) 284-7412. Only complete sets will be issued. An electronic transfer via email or “dropbox” is free of charge. A CD can be picked up in person for $7.00 or mailed for $7.00 plus shipping. If the bidder would like a printed set, please contact the Division of Engineering and arrangements will be made. Checks should be made payable to The City of Morgantown. Contract Documents will be mailed upon receipt of payment.

A two-envelope system will be used. Each bid must be submitted in a sealed envelope. Envelope No. 1 must contain the Bid bond, Certification of Compliance, Power of Attorney, and all other necessary documents required on the Bid Opening Checklist. Envelope No. 2 must be a separate, sealed envelope marked "Bid Proposal" and must contain the completed and signed Bid Proposal. Both envelopes must have the following information in the lower left hand corner.

Name and address of Bidder, Bidder’s WV Contractor’s License Number, "Bid on Bid Call 2015-14, UNIVERSITY AVENUE, THIRD STREET, AND BEVERLY AVENUE INTERSECTION IMPROVEMENTS", City of Morgantown, 389 Spruce Street, Morgantown, West Virginia 26505. To be opened at 2:00 p.m., June 4, 2015.

The main envelope "Envelope No. 1" will be opened first and the Bid Bond, Power of Attorney, Certificates of Compliance and other pertinent and required documents as listed on the Bid Opening Checklist will be checked to ensure that all documents are in order. If the documents are found to be in order, the "Envelope No. 2" containing the Bid Proposal will then be opened and publicly read aloud. If the documents are not in order, the envelope containing the Bid Proposal will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.

A mandatory pre-bid meeting will be held on May 20, 2015, at 3:00 p.m. in the City Council Chambers, 389 Spruce Street, Morgantown, WV 26505. Bidders are required to attend the pre-bid meeting.

A bidder may not modify or withdraw his/her Bid or a period of sixty (60) days after the date set for the opening of bids.

Bids shall be accompanied by a Bid Bond or certified cashier’ s check payable to the City of Morgantown in an amount equal to five (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base bid.

All bidders must hold a current West Virginia contractor’ s license on the date of the Bid Opening.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

Bidders must comply with Title VI of the Civil Rights Act of 1964, the Copeland Anti- Kickback Act, the Contract Works Hours Safety Standards Act, and the WV Act on Wages for Public Improvements.

The City of Morgantown, reserves the right to reject any and all bids and to waive any informalities.

ATTENTION PRINCETON RESIDENTS The Board of Zoning Appeals for the City of Princeton, WV, meeting in regular session on Thursday, the 18th day of June, 2015, at 6:00 p. m., in the Council Chambers of the Municipal Building, 100 Courthouse Road, Princeton, WV, will conduct a public hearing on the application of the Robert D. Sisk, 129 Lurray Avenue, Princeton, WV 24740, for a VARIANCE to construct a front deck that varies from the new construction setbacks at 1237 Princeton Avenue, in the City of Princeton, WV in the Residential (R-2) Zone, in the City of Princeton, Mercer County, West Virginia (City Tax Map 15, Parcel 322). The Zoning Code of the City of Princeton requires a Variance from the Board of Zoning Appeals to build beyond the required front yard setback in the Residential (R-2) Zone in the City of Princeton, Mercer County, West Virginia. At said hearing any interested citizen may appear and be heard. Said hearing may be continued from time to time as deemed necessary by the Board of Zoning Appeals.
