INVITATION TO BID
The Preston County Commission will receive sealed bids until Monday, October 26, 2015 at 9:30AM local prevailing time for Parking Lot Improvements at the Preston County Courthouse Annex Parking Lot and Preston County Animal Shelter at the Preston County Commission office, 106 West Main Street, Room 202, Kingwood, WV 26537. The Bids will be opened publicly and read aloud during the County Commission meeting scheduled for October 26, 2015 at 10:00AM.

The work consists of asphalt milling, demolition, storm drainage installation and asphalt paving at the Preston County Courthouse Annex parking lot and Preston County Animal Shelter.

The successful Bidder will be required to furnish a satisfactory Performance Bond and Labor and Material Payment Bond each in the amount of at least one hundred percent (100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Contract Price. A satisfactory Bid Bond, furnished by a solvent surety company authorized to do business in the State of West Virginia, in amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of bid, must be furnished with each bid. The Bid Bond of the unsuccessful Bidder will be returned when the Award of Contract is made; that of the successful Bidder will be returned when the Contract and Bonds are approved.

The Bidding Documents, which consist of the Drawings and the Project Manual, are on file at the Office of the Architect, Alpha Associates, Incorporated, 209 Prairie Avenue, Morgantown, WV 26501. The list of Plan Depositories will be listed within an expanded project description that is available at www.thinkalnhafirst.com, in the Bid Center.

Contractors may obtain copies of the Bidding Documents by contacting the Architect beginning on October 8, 2015. A non-refundable fee of $50.00 is required for each set of bidding documents (this fee includes UPS Standard Ground shipping). Bid Documents are available in either paper bound sets or scanned pdf’s on Compact Disc. Make your preference known at time of purchase. Only complete sets of Bidding Documents will be issued. The Bidding Documents may be obtained by contacting Alpha’s offices at (304)296-8216, Ext. 0. A pre-bid conference will be held in the in the County Commission Meeting Room at 106 West Main Street, Kingwood, WV 26537, located behind the Annex Building on Friday October 16, 2015 at 10:00 am local prevailing time. The pre-bid meeting is not mandatory, but all prospective bidders are encouraged to attend. Written questions will be received until Monday, October 19, 2015 until 12:00 pm.

After the scheduled closing time for the receipt of bids, no bid may be withdrawn for at least 60 days. The bid bond shall be forfeited to Preston County Commission, as a measure of Liquidated Damages should the Bidder fail or refuse to execute the Contract and furnish the Performance Bond and Labor and Material Bond within ten (10) days after written notification from Preston County Commission of Award of Contract to that bidder.

The Bidder, if successful and awarded the contract, agrees that all work is to be complete within 30 consecutive calendar days following the Owner’s written Notice to Proceed. For each calendar day of delay in achieving completion, the Owner may retain $250/day that the work remains uncompleted.
