ADVERTISEMENT FOR BIDS
The Municipal Authority of the Borough of Midland, Beaver County, Pennsylvania will accept sealed bids at the Municipal Authority of the Borough of Midland, 946 Railroad Avenue, Midland, PA 15059 until 4:00 p.m., December 5, 2016 for the Permanent Water Intake System Project (Rebid).

Invitation, preparation, submittal, bidding requirements, all materials furnished and all work shall conform to applicable parts of the current edition specifications of PennDOT Form 408 and appropriate bulletins, the American Concrete Institute, the American Water Works Association, the American Institute of Steel Construction, and the descriptions in the contract documents. The project involves providing all labor, materials, and equipment necessary to construct a Permanent Water Intake System and all necessary appurtenances.

Each proposal must be accompanied by a certified check, bank check, money order, or bidder surety bond of 10 percent of the bid amount as a guarantee that if the proposal is accepted, a contract will be entered into and its performance properly secured.

This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.

Contractor must comply with AIS (American Iron & Steel) requirements that involves the use of iron and steel products in drinking water and wastewater infrastructure improvement projects funded with federal money by the Pennsylvania Infrastructure Investment Authority (PENNVEST).

Bids will be opened publicly by the Authority at 4:00 P.M. on the date set above for the bid closing. After review and tabulation, the bids will then be considered by the Authority for award.

The Municipal Authority of the Borough of Midland reserves the right to waive any informalities or to reject any or all bids, and to award the contract to the best interest of the Authority.
