Request for Proposal for
ENGINEERING SERVICES
FOR THE FOUNDRY STREET LINK
CONNECTING THE RAIL-TRAIL TO DOWNTOWN
MORGANTOWN
The Morgantown Board of Parks and Recreation (BOPARC) partnering with The Mon River Trails Conservancy (MRTC) are seeking proposals from qualified consultants for engineering services for a connector trail from downtown Morgantown to the rail-trail at Hazel Ruby McQuain Riverfront Park in Morgantown, West Virginia. The BOPARC is a City agency of Morgantown, which will be responsible for managing the work.
The project is identified as the Foundry Street Link. It extends from Foundry Street to the Mon River / Deckers Creek Trails at Hazel Ruby McQuain Riverfront Park. The scope of work will include but is not limited to: 1) design specifications and engineering plans for lighting attached to the underside of the South University Avenue Overpass and light poles around the trail intersection, directional and trailhead signs (based on the Great Allegheny Passage signage), 2) preparation of bidding and contract documents including a construction cost estimate; 3) handle all meetings during the bid process including a mandatory pre-bid construction meeting; and 4) monitoring and inspection of construction activities to ensure compliance with plans and specifications.
All parties interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, related prior experience, location of the office in which the work will be performed, work to be subcontracted, and management and staffing capabilities (i.e., work force, work load, etc.).
The object of this request is to select the firm who will provide the highest quality and service at a realistic fee. Accordingly technical qualifications and experience will be weighted heavily. The ability to complete the project in a timely and cost effective manner will also be considered.
There will be an on-site meeting at Hazel Ruby McQuain Riverfront Park to answer any questions on Friday, August 11 at 10:00a.m. In case of rain the meeting will be held at Morgantown City Hall in City Council Chambers, 389 Spruce St., Morgantown WV.

Proposals will be accepted at the Marilla Center (Marilla City Park) 799 East Brockway Ave., Morgantown, WV NO LATER THAN 4:00pm on Wednesday, August 23, 2017.
The Foundry Street Link project is partially funded by a grant from the Federal Highway Administration’ s Recreational Trails Program administered by the West Virginia Department of Transportation, Division of Highways. Design and control of the project must be in conformance with the guidelines of the Recreational Trails Program and all applicable State and Federal Regulations. All work will be in accordance with all pertaining Federal, State and Municipal laws, rules, and regulations.
The BOPARC reserves the right to accept or reject any and/or all proposals.
