Rule 42T application to increase sewer rates and charges.
NOTICE OF EMERGENCY INTERIM RATE INCREASE
NOTICE is hereby given that the Union Williams Public Service District (District), a public utility, has filed an application with the Public Service Commission of West Virginia, to increase its rates and charges for furnishing sewer service to 1,800 customers. The District services residential, commercial, public authority, and resale customers in Wood and Pleasants Counties.
On the recommendation of Commission Staff, the Commission approved an emergency interim sewer rate increase for the District effective for service rendered on and after April 14, 2016, subject to refund. The Staff recommended an emergency interim rate increase to alleviate financial distress experienced by the District. The interim rates will produce approximately $121,338 annually of additional revenue, an increase of 9.46 percent. The specific rates approved are as follows:
RATES
(I) Rates (Customers with metered water supply)
Service Charge $11.26 per month:
(includes $0.50 for reserve deficiencies)
Usage Charge $10.72 per 1,000 gallons of water usage
(includes $0.47 for reserve deficiencies)
(I)(C) MINIMUM CHARGE
No bill will be rendered for less than $32.70 per month
(includes $1.44 for reserve deficiencies)
(I) FLAT RATE CHARGE (Customers with non-metered water supply)
Residential customers with non-metered water supply:
Equivalent to 4,500 gallons of water usage $59.50 per month
(includes $2.62 for reserve deficiencies)
(I) RESALE RATE Town of North Hills base on flow meter readings
Usage Charge $3.69 per 1,000 gallons
(I) LEAK ADJUSTMENT INCREMENT
$0.89 per 1,000 gallons is to be used when the bill reflects unusual water consumption which can be attributed to eligible water leakage on the customerás side of the meter. This rate shall be applied to all such consumption above the customerás historical average usage.
This emergency interim rate increase is applicable to all District customers and is subject to refund if not justified in the determination of final rates through this proceeding.
A complete copy of the Districtás present authorized rates and of its proposed rates, as well as a representative of the District to provide any information requested concerning the proposed changes, is available to all customers, prospective customers, or their agents at the offices of the District in Williamstown, West Virginia.
