PUBLIC HEARING NOTICE

City of Oak Hill, West Virginia

CHARTER AMENDMENT

Notice is hereby given by the City of Oak Hill, West Virginia, that it will hold a public hearing on July 13, 2026, at 6:00 pm in the Council Chambers at Oak Hill City Hall, 100 Kelly Ave., Oak Hill, WV 25901, concerning a proposed ordinance amending the Charter of the City of Oak Hill to modify the City Manager's residency requirement and the time allowed for the City Manager to become a resident of Oak Hill or other designated areas.

Any qualified voter or any freeholder of the city may appear and file objections, in writing, and if no objections are filed, or if objections are filed and are withdrawn, the said amendments shall become operative on July 24, 2026. If objections are filed and are not withdrawn within 10 days thereafter, the governing body may abandon the proposed amendments to which objections have been filed or may submit the proposed amendments, either as a unit or separately, at the next special or regular municipal election.

Copies of the Charter amendment ordinance are available for public inspection at Oak Hill City Hall, Oak Hill, WV, beginning on June 9, 2026, between the hours of 7:00 a.m. to 12:00 p.m. & 1:00 p.m. to 5:00 p.m. Monday through Friday. The amendment will also be available on our website at oakhillwv.gov.

ORDINANCE 2026-X12

AN ORDINANCE TO AMEND AND REENACT CHAPTER 10 SECTION 2 OF THE CHARTER OF THE CITY OF OAK HILL, WEST VIRGINIA

NOW THEREFORE, be it ordained by the Council of the City of Oak Hill, in the State of West Virginia, as follows:

Charter Amendment of the Oak Hill Municipal Charter is
hereby amended as follows:

10 Powers Of The Council; Appointment And Salary Of The City Manager; Qualifications; Removal; Appointment Of Chief And Members Of Police Department

2. The Council shall appoint a City Manager to serve for such period of time as it and the Manager may by contract agree, but such contract shall not, in any event, be for a longer period of time than the length of the term then remaining of the Council so appointing the Manager. Such contract shall expressly provide that it is subject to all provisions of this Charter. The Council shall fix the salary of the Manager in such contract. The Manager shall be chosen by the Council solely on the basis of his executive and administrative qualifications, with special reference to his experience and training in the field of city management. Within two hundred and forty (240) days of his appointment, and during the remainder of his term of office, he shall live within a two (2) mile distance from the boundary of the recognized city limits. No councilman, during his term of office and for one year thereafter, shall be eligible for appointment as City Manager.
