REQUEST for PROPOSALS
HAZARD MITIGATION PLANNING CONSULTANT
Mid-Ohio Valley Regional Council (MOVRC) is seeking to engage a consultant to assist with updating the Regional Hazard Mitigation Plan. The plan covers an eight county region of west central West Virginia. Namely, Calhoun, Jackson, Pleasants, Ritchie, Roane, Tyler, Wirt and Wood Counties.
Consulting services required include any or all services necessary for a completed plan approved by FEMA. MOVRC will provide assistance with the stakeholder involvement process and will be engaged in all phases of the work.
Procurement of these services shall be in conformity with the applicable laws and regulations of the State of West Virginia, HUD Mitigation Grant program, FEMA and any other applicable agencies. Contract is to be awarded on a lump sum basis.
All consultants interested in being considered for this project should submit a brief proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. Most importantly, the consultant should submit an outline of a work plan that will result in a complete Hazard Mitigation Plan that meets FEMA and HUD requirements.
The goal of the competitive procurement process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, the proposed work plan, technical qualifications and related prior experience will be weighed heavily. Selected respondents may be interviewed.
Email proposals should be submitted to [email protected]. Hard copy proposals can be delivered to 709 Market Street by the close of business on October 22, 2021. Questions regarding this request for proposals may be directed to Fred Rader, MOVRC, at (304) 699-3704.
The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Conflict of Interest Statement and Access to Records provisions. Alternative Federal and State funding requirements may also apply.
The Mid-Ohio Valley Regional Council will afford full opportunity for minority and women-owned business enterprises to submit a show of interest in response to the invitation and will not discriminate against any firm or individual on the grounds of race, creed, color, sex, age, handicap status or national origin in the contract award.
