NOTICE
CITY OF VIENNA,
WEST VIRGINIA
COMMUNITY DEVELOPMENT BLOCK GRANT
AND HOME INVESTMENT PARTNERSHIP PROGRAMS
FY 2022 ANNUAL ACTION PLAN

Notice is hereby given that the City of Vienna, West Virginia will hold a public hearing on Tuesday, February 22, 2022 at 4:00 p.m., at the Vienna City Council Chambers, 609 29 th Street, Vienna, WV. The Municipal Building is accessible to persons with physical disabilities. If local and/or national circumstances should dictate, the City of Vienna will hold this public hearing via a live stream. The purpose of this public hearing is to gather information for the City s FY 2022 Annual Action Plan. The City must prepare and submit these documents to the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) Program.

Funding levels are contingent upon the FY 2022 Federal Budget and allocation provided by HUD. The City does not anticipate notice of its funding allocation until Spring of 2022. However, it is anticipated this amount will be approximately $105,000. To receive those funds, the City of Vienna must prepare a one-year Annual Action Plan for the use of the CDBG funds. At least 70% of the CDBG funds must benefit low- and moderate-income persons living in the City of Vienna. In preparing its CDBG application the City intends to afford residents and interested parties the opportunity to become involved in the planning process.

Some of the types of activities that may be eligible for funding under the CDBG program include: improvements to public facilities such as the removal of architectural barriers; demolition and environmental clean-up; relocation payments for persons displaced as a result of a CDBG activity; rehabilitation of houses; code enforcement; special economic development activities; special activities undertaken by a community based development organization; program administration, and other miscellaneous activities.

With regards to the HOME funds, City of Vienna is part of the Parkersburg/Wood County Consortia and is a participating grantee. The Consortia is administered by the City of Parkersburg. HOME funds may be used for any of the following: rehabilitation of owner-occupied housing, assistance to homebuyers, rental housing activities, tenant-based rental assistance, and administrative purposes.

All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the needs of the City of Vienna and the use of CDBG funds to address those needs over the next year.
