INVITATION TO BID WHEELING YWCA
RENOVATIONS

Sealed Bids for the YWCA Wheeling Renovations will be received by the Owner, on January 11, 2023, at 2:00 pm. Bids will be publicly opened. After opening, the bids will be compared as to quality, thoroughness, and cost by the Owner and Architect McKinley Architecture + Engineering (MKA).
WORK SCOPE: BASE BID(S): YWCA RENOVATIONS – RESTORATION: renovations and restoration to the existing six story building including the following:
Renovation and restoration to each floor to improve or modify the living space and business space used by the residents and administrative personnel. All floors have HVAC upgrades. Extensive living unit renovations are planned for the fourth and fifth floor. Changes to the fourth floor will impact the third floor at the ceiling; other third floor renovations are limited. All floors have a degree of plaster restoration. New painted finishes are planned throughout including the basement. Restoration is planned for the second and first floor public areas. New rated glass partitions, doors and frames, along with alterations and refinishing of existing doors, new hardware and refinishing woodwork. Electrical and plumbing alterations are also included for each floor.
WORK SCOPE: ALTERNATE(S): There will be five Alternates included in the bid.
On December 1, 2022, Bidding Documents will be available to be issued in electronic format (PDF) only to interested parties via ShareFile or email for a non-refundable processing fee of $100.00. All Bidding Document requests for information, substitution requests and correspondence shall be submitted in writing and directed to the Architect, Christina Schessler at this email:

Addenda will be automatically issued by the MKA to registered bidding document holders only in electronic format (PDF).
Hard copies of the initially issued Bidding Documents are also available from the Architect upon request and payment of a non-refundable cost of $300 dollars; contact the Architect for further information.

A Mandatory Pre-Bid Meeting will be held at the Site on December 8, 2022, at 10:00 am local prevailing time, for the purpose of familiarizing Bidders with the site, the bidding requirements and to consider questions regarding the Bidding Documents. Potential sub-bidders and material suppliers are also encouraged to attend.
A Bid Bond executed by the Bidder and issued by a surety company approved by and in favor of the Building Owner, in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
No accepted Bid shall be waived or returned because the Bidder failed to or cannot comply with all requirements as set forth in Bidding Documents. Further, the successful bidder will be required to furnish and pay for a satisfactory 100% Performance and Labor and Material Payment Bond in the amount of the contract price.
Bids may not be withdrawn for a period of sixty (60) days without the consent of the Owner.
All Bidders and sub-bidder(s) as Contractor and Subcontractor(s) are required to utilize “local labor” pursuant to Chapter 21-Article 1C, the “West Virginia Jobs Act.”
Pursuant to Chapter 21-Article 11 of the “West Virginia Contractor Licensing Act” of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the City of Wheeling and the State; the Contractor’s WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts or agreements.
To the extent permitted by state law, the Owner reserves the right to reject any and all bids, and to make selections from the bids that are solely in its own best interest.
