Pike Island and New Cumberland Hydroelectric Projects
Current Hydro, LLC is the agent for Current Hydro Project 19, LLC and Pike Island Corporation, LLC, is seeking a license for Pike Island Locks and Dam Hydroelectric Project (FERC No. 15230) and New Cumberland Locks and Dam Hydroelectric Project (FERC No. 15045) with the Federal Energy Regulatory Commission (FERC or Commission). The Project is a proposed hydroelectric generating facility, located on the Ohio River at the Pike Island Locks and Dam in the Village of Yorkville, in Belmont County, Ohio and New Cumberland Locks and Dam in the Town of New Cumberland in, Hancock County, West Virginia.
On August 1, 2021, Current Hydro filed its Notice of Intent (NOI) to seek an original license, a Pre-Application Documents (PAD), and a request for Authorization to Use the Traditional Licensing Process (TLP) under Part 4 of the Commission’s Regulations for the Project. The NOI provides notice of the Applicant’s intent to file a license application for the Project. The PAD summarizes relevant and available information regarding the Project’s description and operation along with discussions of the potential operational effects on environmental and cultural resources. On October 8, 2021 and February 3, 2022, FERC approved the Applicant’s use of the TLP which requires the Applicant to host a Joint Meeting (Meeting) within 60 days of approval.
Pursuant to 18 CFR Section 4.38(b)(5), a public site visit of the Projects was held on March 24, 2022, at 10 a.m. followed by a Joint Meeting to discuss the PAD and Proposed Study Plan (PSP) with the Stakeholders. The PSP was distributed in advance of the meeting on March 8, 2022, and individuals and representatives were invited in accordance with 18 CFR section 4.38 (g). Current Hydro refined the study methodologies in consultation with Stakeholders who attended the meeting and commented on the PSP.
A suite of environmental studies was performed based on stakeholders’ feedback from April through October 2022. The results of those studies were prepared and included in the Draft License Application (DLA) Exhibit E. DLAs were submitted on January 11 and January 13, 2023 to FERC. The DLA provides greater detail on the proposed Project’s description and operation along with analysis of the potential operational effects on environmental and cultural resources.
Current Hydro invites resource agencies, Indian tribes, and members of the public to participate in the Project development, to comment on the DLAs and related matters. The PAD, NOI, Meeting Notification, PSP, DLA and associated reference materials are available for inspection and reproduction online at
