Invitation To Bid
The owner of the Professional Building is requesting bids for a roof replacement at 1300 Market Street, Wheeling.
The contractor must furnish all materials and equipment and perform all labor necessary for the completion of the roof replacement project (approximately 2,100 square feet), which includes:
1. Provide and install a scaffold set up on (3) sides of the building to safely execute all work.
2. Remove and dispose of the existing asbestos containing roof tiles, flashings, and underlayment. All local abatement guidelines and protocols will be followed.
3. Inspect all the existing wood framing and decking. Any deteriorated wood framing or decking will be replaced on a time and material basis with written consent from the owner.
4. Provide and install ice & water shield leak barrier on the entire steep slope roof area.
5. Provide and install new Certainteed Grand Manor shingles or their functional equivalent and accessories.
6. Fabricate and install new metal step and counter flashings.
7. Re-line the existing gutters with galvanized steel.
8. Remove, restore, and re-seat the two (2) existing copper finials.
9. Provide a 40-year manufacturer’s warranty for shingles upon completion of the project.
10. Organize and clean-up project at the completion of each day.
11. All work will be completed within strict accordance to the manufacturer’s specifications.
12. All debris will be removed from site and hauled to an approved landfill at the completion of the project.

A mandatory pre-bid meeting will be held on-site at 1300 Market Street, Wheeling, WV on Thursday, November 16, 2023 at 12:00 noon.

The project completion date is no later than March 31, 2024 and will be reviewed by the West Virginia State Historic Preservation Office. Contractors will be selected based upon (1) cost, (2) experience with similar historic preservation projects, and (3) proven ability to complete a project. The contractor must carry out the described work in compliance with the Secretary of Interior’s Standards for Rehabilitation.
Partial funds for this project are through the WV State Historic Preservation Office. All applicable federal, state and local laws, rules, and regulations apply. WV Fair Minimum Wage Rates (Prevailing Wage) apply.
