AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that West Virginia Paving, Inc. has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a G40-C (General Permit for Construction) for a Portable FRAP Unit to be utilized at the following nine (9) locations in West Virginia: 2816 Frontage Road, Summersville, in Nicholas County at 38.327777 N and -80.837618 E; 21195 Midland Trail W, Lewisburg, in Greenbrier County at 37.876412 N and -80.555380 E; 195 Southern Industrial Drive, Beaver, in Raleigh County at 37.775149 N and -81.114677 E; 202 Hickory Street, Parkersburg, in Wood County at 39.249809 N and -81528819 E; Kelly Mountain Road, Elkins, in Randolph County at 38.895372 N and -79.766544 E; Old Rte. 219, Elkins, in Randolph County at 38.958127 N and -79.846071 E; Wright Road, Route 1, Poca, in Putnam County at 38.458975 N and -81.819159 E; 2187 Ripley Road, Ripley, in Jackson County at 38.823881 N and -81.751522 E; and 1 Asphalt Drive, Whitman, in Logan County at 37.821125 N and -82.026664 E.
The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: PM of 40.66 tons per year (tpy), including fugitive emissions of 35.10 tpy; PM10 of 13.26 tpy, including fugitive emissions of 10.54 tpy; PM2.5 of 1.92 tpy, including fugitive emissions of 1.09 tpy; VOC of 0.54 tons, SO2 of 0.44 tpy, NOx of 6.65 tpy, CO of 1.44 tpy, formaldehyde of 0.0018 tpy, benzene of 0.0014 tpy, toluene of 0.0006 tpy, xylenes of 0.0004 tpy; and total HAPs of 0.006 tpy.
Startup of operation is planned to begin on or about the 15th day of April, 2024. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice. Written comments will also be received via email at [email protected].
