Activity:
To modify the existing WV/NPDES permit to incorporate language and limits concerning the land application of sewage sludge from the City of Elkins wastewater treatment plant and to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be land applied, provided that the sewage sludge shall not be applied in a manner that exceeds the agronomic or lifetime loading rates. The land application sites meet all other regulatory standards and are identified as follows: Ogden Farm, 2641 Sully Road, Bowden, WV; Ross Farm, 705 Dunham Cut, Bellington, WV; Stewart Farm, 7695 Barbour County Hwy, Bellington, WV; Price Farm, 95 Birch Run Road, Bellington, WV; and Wilson Farm, 5765 Hunters Fork Road, Bellington, WV. Also, to accept non-domestic wastewater from Elkins Truck Service and Woodford Oil Company. Also, to revise discharge limitations at Outlet 001 for dissolved oxygen and BOD. This system is designed to serve a population equivalent of about 50,000 persons within the City of Elkins, the Leadsville Public Service District, the Midland Public Service District and discharges treated wastewater to the Tygart Valley River via Outlet 001 at Milepoint 66.5. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet No. 001.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.

Any interested person may submit written comments on the draft permit modification and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins March 28, 2024 and ends April 27, 2024.

Comments received within this period will be considered prior to acting on the permit modification application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit Modification(s). Interested persons may contact the public information office to obtain further information.
