PRE-ADOPTION NEWSPAPER NOTICE FOR
WATER AND SEWER RATE, FEES, AND CHARGES CHANGES
NOTICE
CITY OF WILLIAMSTOWN, WEST VIRGINIA
Notice is hereby given that the City of Williamstown, a municipal corporation, will hold a hearing before the final vote on a proposed ordinance, the principal object of which is the increase of water and sewer rates for customers of the water and sewer system operated by the City of Williamstown. The title of such ordinance is “Ordinance increasing Water and Sewer Rates, Fees, and Charges for the City of Williamstown.”
The City is proposing that water and sewer rates, fees and/or charges increase in the amount of five percent (5%) as follows:
Water rates, minimum charges, connection fees, disconnection fees, reconnection fees, administrative fees, leak adjustment increments, and delayed payment penalty shall be revised as set forth below:
RATES
First 5,000 gallons used per month $6.24 per 1,000 gallons
Next 95,000 gallons used per month $4.12 per 1,000 gallons All over 100,000 gallons used
per month $2.32 per 1,000 gallons
MINIMUM CHARGES
The following minimum charges shall apply:
5/8th inch meter $12.49 per month
3/4th inch meter $18.61 per month
1 inch meter $31.02 per month
1-1/2 inch meter $61.99 per month
2 inch meter $99.17 per month
3 inch meter $185.98 per month
4 inch meter $309.96 per month
6 inch meter $619.87 per month
WATER SERVICE CONNECTION FEES
A tap fee of $798.00 will be charged to customers applying for service.
WATER DISCONNECT/RECONNECT/ADMINISTRATIVE FEES
Water services will not be restored until all past due water bills, including penalties, have been paid in full and an additional disconnection fee of $55.00 has been paid.
In the event that the City Staff or Agents collect money at the customer’s residence in order to stop disconnection, an administrative fee of $55.00 shall be paid in addition to other charges to prevent disconnection.
LEAK ADJUSTMENT INCREMENT
A leak adjustment increment is to be used when the bill reflects unusual consumption which can be attributed to eligible leakage on the customer’s side of the meter. A leak adjustment increment payment of $3.15 per 1,000 gallons shall be charged. This rate is used to calculate consumption above the customer’s historical average usage by reason of such leakage.
DELAYED PAYMENT PENALTY
A penalty of ten percent (10%) shall be imposed on all current usage billings not paid in full when due. This delayed payment penalty is not interest and is to be collected once for each bill where it is appropriate.
Sewer rates, minimum charges, connection fees, and delayed payment penalty shall be revised as set forth below:

Next 3,000 gallons used per month $9.53 per 1,000 gallons
Next 20,000 gallons used per month $7.42 per 1,000 gallons
Next 75,000 gallons used per month $6.39 per 1,000 gallons
Next 100,000 gallons used per month $5.25 per 1,000 gallons
All over 200,000 gallons used
per month $4.27 per 1,000 gallons
MINIMUM CHARGES
Each customer shall pay a minimum charge of $19.09 per month.
SEWER SERVICE CONNECTION FEES
A tap fee of $540.00 will be charged to customers applying for service.

A leak adjustment increment is to be used when the bill reflects unusual consumption which can be attributed to eligible leakage on the customer’s side of the meter. A leak adjustment increment payment of $6.30 per 1,000 gallons shall be charged. This rate is used to calculate consumption above the customer’s historical average usage by reason of such leakage.

A penalty of ten (10%) shall be imposed on all current usage bills not paid in full when due. This delayed payment penalty is not interest and is to be collected once for each bill where it is appropriate.
The final vote on adoption of said proposed ordinance shall be held in the Council Chambers of the City of Williamstown, 100 West Fifth Street, Williamstown, West Virginia on April 16, 2024, at seven o’clock (7:00) p.m. Interested parties may appear and be heard at such time with respect to the passage of the proposed ordinance. Copies of the proposed ordinance are available at the Office of the Clerk in Williamstown, West Virginia.
