AIR QUALITY PERMIT NOTICE
Notice of Application
Notice is given that Appalachian Aggregates, LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a Modification to Permit G40-C062 for the addition of the two following operating sites for a portable screening unit: Kelly Mountain Quarry, located off of County Route 25 (Kelly Mountain Road) near Elkins, Randolph County, West Virginia, and the Mercer/Ingleside Crushed Stone Plant, located at 1111 Blake Hollow Road near Princeton, Mercer County, West Virginia. The latitude and longitude coordinates for Kelly Mountain Quarry are: 38.8955, -79.7677. The latitude and longitude coordinates for Mercer/Ingleside Crushed Stone Plant are: 37.2974, -81.0607.
The applicant estimates the potential to discharge the following Regulated Air Pollutants will be: PM of 66.58 tons per year (tpy), including fugitive emissions of 54.52 tpy; PM10 of 21.38 tpy, including fugitive emissions of 16.10 tpy; VOC of 1.05 tons, SO2 of 0.35 tpy, NOx of 1.05 tpy, CO of 1.31 tpy, formaldehyde of 0.00000141 tpy, naphthalene of 0.000000102 tpy, acetaldehyde of 0.00000092 tpy, 1,3-Butadiene of 0.0000000469 tpy, acrolein of 0.000000111 tpy, benzene of 0.00000112 tpy, toluene of 0.00000049 tpy, xylenes of 0.000000342 tpy; and total HAPs of 0.006 tpy.
The facility will begin operation under the updated permit when the permit is issued on or about the 15th day of August 2024. The facility is operational. Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of
