MISCELLANEOUS WATER SYSTEM IMPROVEMENTS PHASE II
General Notice
The Claywood Park PSD (Owner) is requesting Bids for the construction of the following Project:

MISCELLANEOUS WATER SYSTEM IMPROVEMENTS PHASE II
(Dutch Ridge Water Line Replacement)

Bids for the construction of the Project will be received by mail at PO Box 127 Parkersburg, WV 26142 or directly at the Claywood Park PSD office located at 594 Davisville Road Davisville, WV 26142 until 11:30a.m. local time on September 20th, 2024, at which time the Bids received will be publicly opened and read.

The method of bidding will be as follows:

CONTRACT #2 – Radio Read Meters:

Unit price contract to provide 1,000 Radio Read Meters

Obtaining the Bidding Documents

The Issuing Office for the Bidding Documents is: Cerrone Associates, Inc., 97-14th Street, Wheeling, WV 26003. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00AM – 5:00PM and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may be obtained from the office of Cerrone Associates, Inc. located at 97-14th Street, Wheeling WV 26003. They may be ordered by check or online at the following webpage: www.cerrone1.com.

Digital copies of the Bidding Documents will be delivered by Dropbox. If Dropbox cannot be accepted, a compact disk will be shipped upon payment of the following deposit:

The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Pre-bid Conference

A pre-bid conference will not be conducted for this Project.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

DBE REQUIREMENTS

Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid.

The bidder agrees to make “good faith efforts” to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract.

NONDISCRIMINATION IN EMPLOYMENT

“Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.

DOMESTIC PREFERENCE

This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
