NOTICE OF SPECIAL COMMISSIONER’S SALE
Date and Time of Auction Sale: As discussed more fully below, this will be an online auction found at https://kaufmanrealty.com starting on Friday, November 22, 2024. Open house will be held Monday, December 9, 2024, from noon to 1:00 p.m,, at the subject real property. The online auction will begin closing on Monday, December 16, 2024, at 12:00 p.m.
Pursuant to the Order Directing Sale of Camden Property, entered by the Circuit Court of Wood County, West Virginia (“Court”) in that certain action styled United Bank v. L. Michael Romine, Civil Action No. 23-C-82, on November 6, 2024, the Court appointed Aaron C. Boone as Special Commissioner and directed him to effectuate the sale of the real property commonly known as 2209, 2211, and 2213 Camden Avenue, Parkersburg, West Virginia, which is described and referenced as follows:
PARCEL ONE:
FIRST TRACT: BEGINNING at a stake in the northern line of Central Avenue 86-2/3 feet westerly from the corner of intersection of George Street and Central Avenue; thence westerly with the northern line of Central Avenue, 43-1/3 feet to a 10 foot alley; thence at right angles and in a northerly direction, with the line of said alley, 150 feet to a 20 foot alley; thence in an easterly direction with the line of said 20 foot alley, 43-1/3 feet to a stake; thence in a southerly direction and with the line of a lot heretofore conveyed to Marion Johnson, 150 feet to Central Avenue, the place of beginning.
SECOND TRACT: BEGINNING on the north side of Camden Avenue (formerly known as Central Avenue) 43-1/3 feet westerly from the corner of Hugh Street (formerly known as George Street) and Camden Avenue; thence running in a northerly direction and parallel with Hugh Street 100 feet to a point; thence westerly and parallel with Camden Avenue, 43-1/3 feet to a point; thence running in a southerly direction and parallel with said first line 100 feet to Camden Avenue; thence in an easterly direction with said Camden Avenue 43-1/3 feet to the place of beginning.
THIRD TRACT: BEGINNING at a point in the southerly line of a 20 foot alley, which point is 43.3 feet westerly from the intersection of the said alley line with the westerly line of Hugh Street; thence at right angles with said alley line and in a southerly direction and parallel with Hugh Steet 50 feet to a point, which point is 100 feet north of Camden Avenue; thence at right angles and in a westerly direction 43.3 feet to a point; thence at right angles and parallel with Hugh Street and in a northerly direction 50 feet to the southerly line of a 20 foot alley; thence at right angles with the southerly line of said alley and in an easterly direction 43.3 feet to the place of beginning.
The surface of said real estate being identified for tax purposes as Tax Map 2, Parcels 176, 177 and 177A, in Parkersburg Corporation District, Wood County, West Virginia.
Being the same real estate conveyed to L. Michael Romine by Parkersburg Plumbers Joint Apprenticeship Committee, Inc., a corporation, by deed dated January 5, 1990, and of record in the Office of the Clerk of the County Commission of Wood County, West Virginia, in Deed Book No. 881, at page 137.
PARCEL TWO:
BEGINNING at a point on the west side of George Street (now Hugh Street) 110 feet north of Central Avenue (now Camden Avenue); thence at right angles and running in a westerly direction parallel to Camden Avenue 43-1/3 feet to a point; thence at right angles and running in a southerly direction parallel to Hugh Street 110 feet to Camden Avenue; thence running in an easterly direction with the northerly line of Camden Avenue 43-1/3 feet to Hugh Street; thence running in a northerly direction with the westerly line of Hugh Street 110 to the place of beginning, reserving and excepting from said lot, however, a small portion of land from the southeasterly corner thereof which was conveyed to the West Virginia State Road Commission by Deed dated March 27, 1959, and of record in the Office of the Clerk of the County Commission of Wood County, West Virginia.
The surface of said real estate being identified for tax purposes as Tax Map 2, Parcel 178, in Parkersburg Corporation District, Wood County, West Virginia.
Being the same real estate conveyed to L. Michael Romine by Specialty Piping Corp., a West Virginia corporation, by deed dated September 8, 2016, and of record in the Office of the Clerk of the County Commission of Wood County, West Virginia, in Deed Book No. 1252, at page 347.
PARCEL THREE:
BEGINNING at a point at the intersection of the westerly line of Hugh (formerly George) Street and the southerly line of a 20 foot alley, which point in 150 feet northerly from Camden (formerly Central) Avenue; and running thence at right angles and in a westerly direction 43 1/3 feet to a point; thence in a northerly direction and parallel with Hugh Street 40 feet to said 20 foot alley; thence with said alley in an easterly direction 43 1/3 feet to the place of beginning.
The surface of said real estate being identified for tax purposes as Tax Map 2, Parcel 178A, in Parkersburg Corporation District, Wood County, West Virginia.
Being the same real estate conveyed to Louie M. Romine by Regina Ann Romine, divorce and not remarried, by deed dated March 19, 1987, and of record in the Office of the Clerk of the County Commission of Wood County, West Virginia, in Deed Book No. 847, at page 707.
This conveyance will also be made subject to any and all reservations, exceptions, restrictions, rights of way and easements contained in prior deeds affecting said property of record in said Clerk’s office or visible on the ground.
This property will be conveyed by the Special Commissioner together with the hereditaments thereof and all building, structures and improvements now or hereafter situate thereon and all fixtures, materials, supplies, equipment, machinery and other property as is now or may hereafter be an accession thereto, be a fixture thereto, or be otherwise treated or deemed as a part of the land described herein, all of which is included in the term “property” as used herein.
The above-described real estate will be conveyed by the Special Commissioner to the purchaser by deed containing no warranty and subject to all liens, reservations and exceptions appearing in the record of title, and to the lien of all unpaid taxes, if any, which are entitled to priority over the judgment lien. Purchaser must pay all transfer taxes, delinquent or current real estate taxes, title search and any costs related to recording of any Deed from the Special Commissioner herein.
Terms of Sale:
* 10% nonrefundable down payment, to be paid by the buyer, is due within 48 hours of the close of auction to Kaufman Realty & Auctions of WV.
* No financing or other contingencies.
* Any required inspections must be completed prior to bidding.
* All information contained herein derived from sources deemed reliable but not warranted.
* Sold as is, no warranties written or implied.
* 30 days to close.
* 10% buyer’s premium, which is an additional expense to be borne by the buyer, will be added to determine the final contract price. However, for transfer tax purposes, this buyer’s premium will not be included when determining the sale price of the subject property.
* Buyer shall pay any and all closing costs.
* The above-described real estate will be sold by the Special Commissioner by online only auction and is subject to seller confirmation.
* The owner of the indebtedness secured by the above-described real estate and the owner of any other interest in the property to be sold shall have the right to bid.
* The Special Commissioner reserves the right to continue the sale, or adjourn the sale for a time, or from time to time, and the place of sale, as herein above set forth, or any continuance or adjournment thereof.
* Please note that approval is required to bid on this auction. Bidder approval closes one hour prior to the scheduled soft close time. WE STRONGLY SUGGEST YOU COMPLETE THE REQUIREMENTS AND REQUEST APPROVAL 24 HOURS PRIOR TO THE SCHEDULED SOFT CLOSE. Kaufman Realty & Auctions is not responsible for anyone who does not meet the approval time or requirements to bid. Failure to register until the last minute could result in not being approved.
* Successful bidder will be emailed a contract to be executed and returned to Kaufman Realty & Auctions of WV. Successful bidders will deposit 10% of the contract price in the form of cashier’s check or wire transfer to Kaufman Realty & Auctions of WV. The entirety of the remaining balance is due at closing or within 30 days. Instructions for wire transfer and/or cashier’s check transmittal will be sent by e-mail to the successful bidder. Purchaser shall be responsible for wire transfer fees.

* Contract documents will be sent by e-mail to the successful bidder who must execute and fax or email back to Kaufman Auctions within 48 hours of the end of the auction.
* Successful bidders not executing and returning their contract with earnest money deposit within 48 hours of the conclusion of the auction will be considered in default.
* Soft close – at the close of bidding, the system is set to reset to 5 minutes when a bid is placed within the last 5 minutes and will do so until no one bids during the allotted time.

>$100,000 = $5,000
