REQUESTING BIDS FOR A HORIZONTAL RECYCLING BALER:
Attention Baler Manufacturers, Equipment Dealers, and Others: The Jackson County Solid Waste Authority (JCSWA) is requesting sealed bids be submitted and received at JCSWA’s office in Ripley, WV by 4:00 PM February 28, 2025, for a Horizontal Recycling Baler for recovery of secondary raw materials. The bid should not only include the cost of the baler but cost of delivery to the JCSWA Recycling Center located on State Rt. 62, Cottageville, WV, and include any installation cost or other associated costs.
Baler Specifications should meet or exceed the following minimum requirements: A Full Eject Horizontal Baler with a conveyor system that will produce a bale size of 48″ X 30″ X 60″ with photo eyes for auto start baling. The system should be compatible with 3 phase / 240 volts. Include with your bid, specifics regarding warranty period and any maintenance program that would be included with the purchase. Also, include a separate cost for an auto tie system as an option. It is imperative that delivery and installation be completed by December 31, 2025. Therefore, include with your bid submission: date of delivery, date for installation, and date for making the baler operational.
JCSWA reserves the right to accept or reject any and all bids, in full or in part, and to negotiate alternate specifications and costs pursuant to this Request for Bids.

JCSWA is a Political Subdivision of the State of West Virginia and is thereby eligible for government procurement discounts including West Virginia State Bid Pricing. Subject to satisfaction of the JCSWA, Payment will be made in full upon delivery, installation, and successful operation/use of the baler system, unless other agreed to arrangements are made at time of contract award. The JCSWA was awarded grant funds for this project from the WVDEP’s Rehabilitation Environmental Action Plan (REAP).
