The State of West Virginia, Department of Environmental Protection, Division of Water and Waste Management is proposing to reissue the West Virginia General Stormwater Associated with Oil and Gas related Construction Activities. The General Permit will authorize discharges associated with industrial activity from oil and gas to surface waters of the state for construction activities.
It is proposed that this General Permit be issued for a five (5)-year term. All facilities covered under the existing general permit within thirty (30) days of the effective date of the reissued general permit
will be required to submit a new registration form to obtain coverage under the new Stormwater Associated with Oil and Gas related Construction Activities Permit.

The comment period for the Draft General Permit begins April 10, 2025, and ends on May 10, 2025.
During the public comment period, any interested person may submit written comments on the draft permit and/or request a public hearing. Comments and/or a request for a public hearing shall be made in writing and addressed to:

The request shall state the nature of the issues proposed to be raised in the hearing and must be received within the comment period. The Director shall hold a public hearing whenever he or she finds there is a significant degree of public interest in issues relevant to the draft permit.
