MIDDLE SCHOOL

General Notice

Pleasants County Board of Education (Owner) is requesting Bids for the construction of the following Project:

Renovations to Pleasants County Middle School
Thrasher Project #T60-11435

Bids for the construction of the Project will be received at the Pleasants County Board of Education located at 202 Fairview Drive, St. Marys, WV 26170 until Tuesday, June 3, 2025,at 10:00 a.m. local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Replacement of the fire alarm system, the sprinkler system, wainscot tile, acoustical panel ceilings and lighting and classroom light switch relocation.

Bids are requested for the following Contract: Renovations to Pleasants County Middle School

The Work will be substantially completed within 90 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 120 days after the date when the Contract Times commence to run. Liquidated damages shall be $750.00 per day.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 am to 5:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying the amount of each set listed below.

Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Bidding Documents are available for purchase in the following formats:

* Bidding Documents issued as hard copy full-size drawings and hard copy specifications, are available for $60.00 per set.

* Bidding Documents issued as digital drawings and digital specifications, are available for $40.00per set via the following link:

Amounts paid are not subject to a refund.

Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A three-envelope system will be used.

Bids shall be submitted using a three-envelope system.

All of the following must be included and sealed in an opaque envelope labeled “Envelope #1”:

1. Refer to SBA Supplementary Instructions to Bidders (SBA Form 400) within the Specifications.

The completed and signed bid form shall be sealed in an opaque envelope labeled “Envelope #2 Bid Form”.

Envelopes #1 and #2 shall be sealed inside of an opaque envelope addressed to the party receiving the bids, and shall be identified with the project name, the bidder’s name and address and the designated portion of the work for which the bid is submitted.

If the Bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation “SEALED BID ENCLOSED” on the face thereof. Failure to provide any of the required documentation will result in disqualification of the bid being submitted. Should be bid be disqualified under this provision, the required bid bond will be returned to the bidder.

A Bidder may not withdraw his Bid for a period of thirty (30) days after the date set for the opening of Bids.

Bids shall be accompanied by a bid bond payable to Pleasants County Board of Education in an amount equal to five percent (5%) of the base bid.

Bidders must hold a current West Virginia contractor’s license on the date of Bid Opening.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

The Pleasants County Board of Education reserves the right to reject any and all bids.

Pre-bid Conference

A MANADATORY pre-bid conference for the Project will be held on Tuesday, May 20, 2025, at 10:00 a.m. at Pleasants County Middle School, 510 Riverview Drive, Belmont, WV 26134. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
