NOTICE OF REQUEST FOR QUALIFICATIONS
FOR ENGINEERING SERVICES
VIENNA UTILITY BOARD

The Vienna Utility Board, Wood County, West Virginia is in the process of obtaining statements of qualifications from interested engineering firms to provide engineering services. The services will be provided on an as-needed basis and may include: planning; evaluations, preliminary design; detailed design; preparation of construction plans, specifications, and bidding documents; assistance during bidding; construction services; and resident project representation services related to street, water, sanitary sewer, and storm sewer systems as the need for such services develops.

Individual project costs may or may not exceed $250,000. The Vienna Utility Board reserves the right to expand upon the types of professional services needed, provided that the selected firm is qualified to perform such services. The anticipated period of service will be for calendar years 2026 through 2031, which may be extended on an annual basis.

Procurement of said services will be in accordance with West Virginia Code Chapter 5G. All firms interested in being considered for this selection must submit seven copies of a proposal detailing qualifications, technical expertise, management and staffing capabilities, related prior experience, and professional references. Such response shall be limited to no more than fifteen (15) typewritten pages addressing qualifications and no more than fifteen (15) additional pages of supporting documentation.

Interested firms or individuals must hold a valid “Certificate of Authorization” to practice engineering in the State of West Virginia.

The goal of the competitive process is to objectively select the firm who will provide the highest quality service. Accordingly, technical expertise and related past experience will be weighed heavily. The candidates judged most qualified based on a review of the statements of qualifications will be interviewed. The individual or firm determined to be the most qualified based on an evaluation of the interviews will be asked to prepare fee proposals for engineering services as needs arise.

Proposals will be accepted until 9:00 am, September 18, 2025. Vienna Utility Board reserves the right to accept or reject any and/or all submissions. Please provide seven (7) bound copies for review.

All work will be performed in accordance with the regulations issued by State and Federal agencies relative thereto. The selected candidate will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions. If any project is funded in whole or in part by the West Virginia Department of Environmental Protection’s or the West Virginia Bureau for Public Health’s respective revolving loan fund programs, the selected firm will be required to comply with their requirements, which may include the “Six Affirmative Steps” involving the solicitation and/or utilization of Disadvantaged Business Enterprises.

The Vienna Utility Board will afford full opportunity to women and minority-owned business enterprises to submit a show of interest and response to this request and will not discriminate against any interested individual or firm on the grounds of race, creed, color, sex, age, handicap, or national origin in award of the contract.

The firm should be prepared to make a presentation to the Vienna Utility Board at a later assigned date.
