ADVERTISEMENT FOR BIDS
TOWN OF HARMAN WATER TREATMENT PLANT IMPROVEMENTS
HARMAN, WEST VIRGINIA

Sealed bids for the Harman Water Treatment Plant Roof Replacement will be received by the Town of Harman, at the Harman Fire Department at 27 Water Street, Harman, Randolph County, West Virginia until 10:00 AM, LPT, on Tuesday, October 28, 2025; at which Ome, bids will be publicly opened and read aloud.
The scope of the work to be bid upon is described as follows:
Design and construction of a new roof structure over the existing Town of Harman Water Treatment Plant building located in Harman, Randolph County, West Virginia located at 38 degrees, 55 minutes, 05.6 seconds North and 79 degrees, 31 minutes, 39.0 seconds West and spot metal repairs to the top of the existing steel tank clear well located at the same site. The existing Water Treatment Plant building is approximately 28′-0″ x 37′-4″. The existing roof is flat and consists of steel joists, metal decking, rigid insulation, built-up roofing, and gravel. An existing sloped, cast stone border cap is located over the existing 8″ concrete masonry units and brick facing building envelope. There are multiple existing vertical penetrations through the roof that will need to be properly flashed through the new sloped
roofing to ensure weathertightness. The existing electrical conduit/conductors from an existing automatic transfer switch to an existing generator that runs over the roof will need to be rerouted around the building. A photo of the building and the original building plans, for information only, are available upon request. The Contractor shall dispose of all demolished materials. The Contractor shall furnish and install all materials required for the work. The work shall include, but not be limited to, the
following:

1. Removal and disposal of the existing sloped, cast stone border cap.
2. Removal and disposal of the existing roof gravel and tree debris.
3. Removal of the existing flat roof drains, piping, and downspouts.
4. Patching of the down spout horizontal penetrations through the existing concrete masonry units and brick facing with non-shrink grout, colored to match the existing brick color.
5. The existing steel joists, metal decking, rigid insulation, and built-up roof ing shall remain in place.
6. The addition of R-30 faced, batt attic insulation over top all of the built-up roofing.
7. The addition of two (2) 2″ x 12″ stacked wooden header boards properly secured to the top of the concrete masonry units and brick facing to ac commodate new wooden trusses.
8. Reroute the existing electrical conduit/conductors from the existing au tomatic transfer switch to the existing generator. The reroute may be in stalled below grade or above grade properly secured to the back side and two ends of the building. The size and material of the new conduit shall be equal to the existing conduit. The number, size, and materials of the conductors shall match the existing conductors. All work shall be per formed in accordance with the latest edition of the National Electrical Code.
9. The design and construction of 2″ x 6″ spruce-pine wooden trusses at 16″ (maximum) on center with a 5/12 slope, designed for 30 PSF live load, 35 PSI snow load uncorrected for slope, and 10 PSF dead load. All overhangs shall be a minimum of 18″.
10. Construction of roofing system consisting of, but not limited to, 5/8″ pres sure treated wooden sheathing, 15 pound felt, 30-year algae resistant asphalt shingles, drip edge, ridge vent, and two (2) 18″ x 24″ aluminum gable vents, and all other necessary appurtenances to provide a water tight, ventilated roofing system.
11. Extension of existing roof penetrations through the new roofing system and watertight flashing of the same.
12. Construction of aluminum soffit and fascia. Construction of aluminum gutters and four (4) aluminum downspouts to grade with concrete splashpads.
13. Construction of both gable ends including, but not limited to, 2″x 6″ overhangs and framing, 5/8″ pressure treated wooden sheathing, alumi num soffit and fascia, the two (2) aluminum gable vents, and vinyl sid ing.
14. Spot welding patching of the top of the existing steel tank clear well to ensure that surface water cannot enter the tank. Prepare and paint the entire top of the existing steel tank clear well with two (2) coats of ac ceptable exterior paint for metal.
15. All work shall be complete, in place, and functioning for its intended pur poses. Any related appurtenances not described herein but required to successfully complete the work shall be included at no additional cost to the Owner.
16. A two (2) year warranty guarantee shall be provided on all materials and workmanship.

The contract will have a construction time limit of forty-five (45) calendar days. All work must be completed and invoices submitted prior to December 31, 2025.

Bidders must hold a current West Virginia Contractor’s License on the date of Bid Opening.

A pre-bid conference will be held at Harman Fire Department located at 27 Water Street, Harman, Randolph County, West Virginia on Thursday, October 9, 2025 at 10:00 AM, LPT. Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

The Town of Harman reserves the right to reject any and all bids and to waive any informalities.
