Public Notice Invitation for Bids
Pendleton Community Care, Inc. (Owner) located in Franklin, West Virginia is seeking bids from properly qualified general contractors for work to Owner’s property located at 205 Glover Drive in Franklin, West Virginia.
The project consists of grading and site work necessary to prepare an area for the construction of pharmacy with parking lot. The lot is owned by PCC Professional Buildings LLC. and currently is a well-maintained grass area. Total disturbed area associated with this project is approximately 0.50 acres, which is handled by use of silt fence. An increase in impervious surface of approximately 0.43 acres is anticipated. The building consists of a partial basement of 1,016 square feet plus crawlspace, main floor of 2,488 square feet, and attic space of 1,350 square feet.
A copy of the bid documents is available for review between the hours of 8:00am and 5:00pm Monday through Thursday at the offices of Lineage Architects, P.C. (Primary Registered Design Professional) located at 98 Lee Highway in Verona, Virginia.
Bid documents are available electronically at no cost. Physical copies of the bid documents are available for a $150.00 non-refundable fee payable to Lineage. Physical documents may be shipped for an additional $50.00 non-refundable fee payable to Lineage. Contact Lineage Architects, PLLC at 540-248-3771 one day in advance to obtain physical documents.
There will be a mandatory Pre-Bid Meeting on Monday, November 3, 2025 at 10:00 AM at the Owner’s offices, located at 82 Pine Street, Franklin, WV 26807. All bidders are required to visit the site prior to submission of bids.
Requests for Information (RFI’s) related to this bid package may be submitted to the Primary Registered Design Professional, Lineage Architects PC, electronically ([email protected]) through Monday, November 10, 2025. All RFI’s and responses shall be released as an Addendum no later than Monday, November 17, 2025.
Contractor and all subcontractors must be fully and properly licensed to operate in West Virginia at the time of bid submittal. Contractor and all subcontractors will also need to be licensed in the Town of Franklin prior to starting any work on the project.
This project is NOT subject to Davis-Bacon wage requirements. While NOT required, bid solicitations from Small, Veteran-Owned, Minority-Owned, and/or Women-Owned Businesses are requested. American Made products are also preferred but NOT required. Project and supporting documents must be 100% completed within 9 months of Notice to Proceed.
Bids are due by 2:00pm local prevailing on Thursday, November 20, 2025. Bids may be delivered by hand or parcel service the offices of Owner at 82 Pine Street, Franklin, West Virginia. Owner requires that bids be guaranteed for a minimum of sixty days. Owner will make a good faith effort to make an award within sixty days of bid receipt. No verbal, facsimile, or email bids will be accepted.
