NOTICE REQUEST FOR PROPOSALS DRUG TESTING SERVICE Jackson County Schools is seeking proposals from a drug testing service for the random drug testing of extracurricular students, et cetera, at the secondary level during the2026-2027 school year. The drug testing service will be responsible for randomly generating student names for testing, collecting the samples, and communicating the results of the drug testing with the Superintendent or his/her designee. Additionally, the drug testing service will be responsible for the initial contact with parent/guardian for any student who renders a positive test. All bids are to include a detailed description of how the testing program will be conducted by the bidding party and must include a bundled price per test based on the following factors: testing pool management on-site collection (2 visits per week testing approximately 40 students per week) courier services urine-based 10 panel drug screen w/expanded opiates validity testing from a SAMHSA certified laboratory confirmation by GC/MS review by a medical review officer identify medical review officer and provide credentials and availability recommended random pool penetration for one year location of lab where testing is to be performed collection methods, notification of results procedures and timeline procedures when a test is positive procedures for validity testing a la carte pricing for the following tests: ETG, Alcohol, Nicotine, Steroids, Ecstasy, K2 “Spice” and off-site testing if necessary references (preferably other school districts) capacity to begin testing students by August 18, 2026 Questions regarding proposals may be addressed to Mr. Jeff Haskins, Director of Secondary Education, at 304-372-7306 or [email protected] Bids are to be sealed and submitted to the Jackson County Board of Education, #1 School Street, PO Box 770, Ripley, WV 25271 and marked to the attention of Mr. William P. Hosaflook, Superintendent. The outside of the envelope should be marked “Drug Testing Service.” The deadline for receipt of bids is March 25, 2026 at 4 p.m. A bid submitted electronically or by fax will not be accepted. The Jackson County Board of Education reserves the right to accept or reject and/or all bids and waive any informalities in the bidding process. Bids will be evaluated in regard to the bid price and the vendor’s ability to meet the stated requirements of the Jackson County School Random Drug Testing Program. William P.
