NOTICE OF AVAILABILITY OF DRAFT SECTION 106 PROGRAMMATIC AGREEMENT
AND INVITATION FOR PUBLIC COMMENT
Notice is hereby given by the City of Parkersburg that a Draft Programmatic Agreement (“PA”) has been prepared pursuant to Section 106 of the National Historic Preservation Act of 1966, as amended (54 U.S.C. § 306108), and its implementing regulations at 36 CFR Part 800.
The Draft Programmatic Agreement has been developed among the Cities of Beckley, Charleston, Huntington, Martinsburg, Morgantown, Parkersburg, Vienna, Weirton, and Wheeling and the West Virginia State Historic Preservation Office (WV SHPO), and other consulting parties to establish a process for addressing potential effects on historic properties associated with federal Community Development Block Grant (CDBG) Program funded projects and activities.
The Draft Programmatic Agreement outlines the procedures that will be followed to identify historic properties, assess effects, resolve adverse effects where necessary, and ensure compliance with Section 106 for activities undertaken as part of federal CDBG-funded projects and activities.
The public is invited to review and provide comments on the Draft Programmatic Agreement. A copy of the document is available for public inspection at:

Written comments will be accepted until 4 p.m., prevailing time, on July 1, 2026. Comments may be submitted by mail or email to:
