Public Notice

MINERAL WELLS PUBLIC SERVICE DISTRICT
CASE NO. 19-0470-PSD-19A

NOTICE OF FILING

On January 21, 2021, the Mineral Wells Public Service District (District) filed a petition to reopen the case to modify its rates to continue its cash working capital reserve (CWCR) increment, pursuant to General Order 183.13. The District requested that its rates approved in the case, which include the CWCR increment, continue and that the Step 2 rates, which would become effective for service rendered on and after December 9, 2021 and eliminate the CWCR increment, be canceled. Until further order of the Public Service Commission of West Virginia (Commission), current rates will remain in effect instead of a rate reduction of approximately 3.6% that would have otherwise been effective on December 9, 2021.

West Virginia Code § 24-1-1(k) requires water and sewer utilities that are political subdivisions of the state to maintain a working capital reserve in an amount of no less than one-eighth of actual annual operation and maintenance expense. Commission Staff recommends the District’s request to cancel its current Step 2 rates be approved by the Commission. To allow continuation of a cash working capital allowance, the District’s rates would remain unchanged instead of the previously approved reduction of approximately 3.6% that would have become effective for service rendered on and after December 9, 2021.

Anyone desiring to protest should file a written protest as soon as possible, but no later than ten (10) days after the date of publication of this Notice. All written protests should briefly state the reason for the protest. Absent substantial protest the Commission may decide the case on the filings. All protests should clearly state the case name and number and be addressed to Connie Graley, Executive Secretary, Public Service Commission of West Virginia, P. O. Box 812, Charleston, West Virginia 25323.
