REQUEST FOR QUALIFICATIONS for
ARCHITECTURAL and ENGINEERING Design Services
The Wood County Commission is issuing a Request for Qualifications for Planning, Architectural, and Engineering Services to complete the planning and design for a new Wood County Multi-Purpose Building and Emergency Shelter. The proposed facility will be located on 2nd Street in Downtown Parkersburg in the general vicinity of the former Wood County Jail. The facility may include the following functions:

* Meeting/Gathering Space for 400 (Emergency Shelter)
* Adjacent Toilet and Shower Facilities
* Commercial Kitchen
* Wood County Maintenance Office
* Drive-Thru Vehicle Maintenance Bays
* 911 Center
* Storage

Interested firms should prepare a Statement of Qualifications that includes, but is not limited to, the following information:

*Cover Letter
* Firm’s History and Location
* Key Personnel Qualifications for Responding Firm (include total number of employees without consultants)
* History and Personnel Qualifications of Sub-consultants (if required)
* The Firm’s Experience Providing Services on Similar Projects
* Project Approach

Proposals shall be limited to fifty (50) single sided 8.5 x 11 pages, minimum 11-point font. The cover, cover letter, and table of contents are excluded from the page count.

Firms should submit 5 copies of their Statement of Qualifications to the County Administrator, Wood County Commission, #1 Court Square, Suite 205 – Parkersburg, WV 26101. Proposals must be clearly labeled “Request for Qualifications – Proposed Wood County Multi-Purpose Building.” Any questions regarding the content of this Request for Qualifications may be directed (via email) to the County Administrator’s office, [email protected].

Qualifications are due Tuesday, April 6, 2021, by 2:00 PM.

The Wood County Commission reserves the right to shortlist and interview firms from the submitted qualifications or to select the most qualified firm and begin contract negotiations. No fee estimate is required at this time. The Wood County Commission will evaluate statements of qualifications submitted and select and rank professional design firm candidates. The Wood County Commission reserves the right to reject any and all statements of qualifications and to waive any informality, irregularity, or failure to conform to the instructions contained in this RFQ.
