FRONTIER WEST VIRGINIA, INC. and CITIZENSTELECOMMUNICATIONS COMPANY OF WEST VIRGINIA, dba FRONTIER COMMUNICATIONS OF WEST VIRGINIA, a public utility, Charleston, Kanawha County. Petition for consent and approval to be designated as an eligible telecommunications carrier and request for expedited consideration.

NOTICE OF ETC STATUS

On January 6, 2021, Frontier West Virginia, Inc. and Citizens Telecommunications Company of West Virginia, doing business as Frontier Communications of West Virginia (collectively Frontier), a public telecommunications utility, applied to the Public Service Commission, pursuant to Section 214(e)(2) of the Federal Telecommunications Act of 1996, as amended, for designation as an Eligible Telecommunications Carrier (ETC) in additional areas of West Virginia to obtain federal universal service fund support for providing certain telephony services. Frontier meets all the necessary qualifications to be designated as an ETC under the Act in certain census blocks in Grant, Hampshire, Jefferson, Lincoln, Marshall, McDowell, Mineral, Monongalia, Morgan, Pendleton, Pleasants, Putnam, Ritchie and Wayne counties. The services that Frontier will offer will increase the choices available to low-income telecommunications consumers.
According to federal guidelines, a carrier seeking ETC status must advertise on a regular basis in media targeted to a general residential market throughout its service areas and in a manner substantially similar to the media that the serving incumbent local exchange carrier advertises in the particular service area. On May 20, 2021, the Commission granted the Frontier Petition.
This notice is being provided in accordance with Commission requirements and is not for the purpose of seeking public comment or protest.
