PUBLIC NOTICE OF CHANGE IN RATES WITH PROPOSED EFFECTIVE DATES

 

Union Williams Public Service District

PSC Case No. 16-0308-PSD-42T

 

NOTICE is hereby given that Union Williams Public Service District (District), a public utility, has filed with the PUBLIC SERVICE COMMISSION OF WEST VIRGINIA (PSC), a tariff containing increased rates, tolls and charges for furnishing sewer service to approximately 1,800 customers in Wood and Pleasants Counties,  including the communities of Valley Mills, Waverly, Northwood Villa, Parkerstown, Oak Grove Road, Mullenix Addition, Woodland Falls, Wood & Pleasants Counties Industrial Parks, Oakwood Estates/Granada Hill, Par Metta Crest, Brierwood, Elmwood Heights, Wood County Airport, and Mountaineer Mobile Home Park.

 

The proposed increased rates and charges will become effective April 15, 2016 unless otherwise ordered by the PSC. The District proposes a three step regular rate change, and an emergency rate increase request.

 

The first step of the regular rate change, to be in effect for approximately one year, will produce approximately $336,875 annually in additional revenue, an increase of approximately 26.3{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}. The second step of the regular rate change, to be in effect for approximately six years, will produce approximately $115,395 less in revenue than the first step of the regular rate change, a decrease of approximately 7.13{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}. The third step of the regular rate change, to be in effect until a further order of the PSC changing the District’s rates, will produce approximately $20,863 less in revenue than the second step of the regular rate change, a decrease of approximately 1.4{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}.

 

The District is also proposing an emergency rate increase in the event the PSC suspends the District’s regular rate change request, as the PSC may do per statute. The average monthly bill for the various classes of customers under the District’s proposed emergency rates will be changed as follows:

The PSC may approve or deny the District’s request for approval of the emergency rate increase. The following average monthly bill changes are NOT in addition to the rate change which would result from the Commission approving the District’s proposed emergency rates. The average monthly bill for the various classes of customers under the District’s proposed Step 1 regular rate change will be changed compared to the rates now in effect as follows:

The changes shown are based on averages of all customers in the indicated class. Individual customers may receive changes that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. Any increase in rates and charges will not become effective until authorized and approved by the Public Service Commission.

 

Anyone desiring to protest or intervene should file a written protest or petition to intervene prior to April 15, 2016, unless otherwise modified by Commission order. Failure to timely protest or intervene can affect your rights to protest any rate increases and to participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or intervention. Requests to intervene must comply with the Commissionás rules on intervention.
